Construction of the Marine Works for the New Oil Terminal under an Engineering, Procurement and Construction (EPC) Contract

  • Tender Security Requirement: Each bid must include a JOD 600,000 bid bond or bank guarantee, valid for at least 180 days from the submission deadline.

Aqaba Development Corporation (ADC) is pleased to invite qualified international and local contractors to participate in the tender for the New Oil terminal at the Port of Aqaba, under a Lump Sum EPC/Turnkey contract (FIDIC Silver Book 1999).

The new terminal will be located in the South Port area, immediately south of the existing Oil Jetty and north of the existing LNG terminal

The jetty will accommodate tankers from 3,000 DWT up to 160,000 DWT and will handle crude oil, light petroleum products (gasoline, diesel, kerosene and Jet A-1), heavy fuel oil, bitumen, LPG, liquid ammonia and other chemical products.

The scope of works includes:

  • Design (Engineering): complete detailed design of the Marine Works including (loading platform, mooring dolphins, berthing dolphins, access trestle, causeway…. etc.), and the Topside Works, including (pipeline and piping, pipeline corridor, Piperack at access trestle, a new pipe rack bridge over the wadi, headers, and tie-ins to the existing pipelines and pump stations located at the existing oil and lpg terminal).
  • Procurement and Construction: Procurement, construction, testing of the Marine Works, including the loading platform, berthing dolphins, mooring dolphins, access trestle, causeway

Eligibility Requirement: An international contractor specialized in marine works, with proven experience in the execution of oil and gas ports and jetties, shall form a Joint Venture (JV) with a qualified Jordanian contractor classified as a First Class / Grade One (A) contractor in Civil Works by the Government Tenders Department (GTD). The Jordanian contractor shall hold a minimum share as stipulated in the local regulation.

Obtaining Tender Documents: Interested firms wishing to participate in this tender are required to submit an expression of interest via email to [email protected]  in order to obtain the tender documents. Requests will be accepted until [28, October 2026].

Important Notes:

The pre-bid meeting and Site Visit: will be conducted on [4, Nov 2026, at 11:00 am (Jordan Local Time)] and on [5, Nov 2026, at 11:00 am (Jordan Local Time)] at the offices of ADC. Participants are required to submit copies of their passports or personal identification documents no later than [1, November 2026].

Submission of Questions and Enquiries: the deadline for submitting questions and requests for clarification is [15, November 2026], via email: [email protected].

Tender Security: each tender must be accompanied by a tender security in the amount of (600’000.00 JOD) in the form of either a certified bank cheque OR an unconditional bank guarantee issued by a licensed bank operating in Jordan. The tender security must remain valid for a minimum of (180) days from the tender submission deadline. Any tender submitted without a compliant tender security shall be rejected.

Stamp Import Duty: as per Stamp and Imports Duty Law No. 20 of 2001, fees are required for the tender.

ADC Rights: ADC reserves the right, at its sole discretion, to cancel, amend, postpone or reissue the tender without providing justification and without incurring any financial, legal or contractual liability toward any tenderer.

Deadline for Submission of Technical and Financial Proposals: Bids must be submitted electronically to the designated tenders email address no later than [Wednesday, December 16, 2026, before 12:00 PM. (Jordan Local Time)] The technical and financial proposals must be sent in two separate emails to [email protected] , any proposal containing conditions, reservations or deviations that conflict with the tender requirements may be rejected, bids received after the specified deadline will be rejected. Bidders must provide ADC with the original bid bond, duly executed by the bidder's authorized representative, prior to the bid submission deadline.

Bids will be opened at ADC at the same time, and all announcements related to the tender will be published on the ADC's website.
