Enbridge Inc. has reached a commercial agreement with shippers to place the Canadian portion of the Line 3 Replacement Pipeline into service by yearend.
Enbridge will be filing a tariff with the Canada Energy Regulator for a temporary surcharge with a proposed effective date of Dec. 1. The tariff will be superseded by the full negotiated Line 3 tariff upon completion of the US segment of the pipeline.
Start-up of Enbridge Line 3 Replacement Project, which will ease a transport bottleneck in the Alberta oil sands, will occur in the second half of 2020 instead of by the end of this year, the company said in March (OGJ Online, Mar. 5, 2019). At the time, the company said the Minnesota government indicated all remaining state permits required for Line 3 construction would be provided by November instead of this year’s second quarter.
