Primavera expands leadership team ahead of Venezuela operation activities

The privately held company has appointed executives, including Venezuelan native Oscar Quintero, to lead its Venezuelan operations, aiming to accelerate asset development.

Primavera Infinita LLC, a privately held natural resources company headquartered in Houston and Caracas, has expanded its leadership team as it prepares to assume operations of oil assets in Venezuela under agreements signed Sept. 2, 2026, with the Ministry of Hydrocarbons and PdVSA.

Local media reports indicate the company signed a production participation contract at Miraflores Palace in Caracas covering the Budare-Elotes block, located between Venezuela's Anzoátegui and Monagas states. The project carries a stated production target of more than 70,000 b/d.

Primavera said its Venezuela operating team will be led by Oscar Quintero, a native Venezuelan, who joined the company from Occidental Petroleum Corp., where he served as president of the company's enhanced oil recovery (EOR) division in Houston. Quintero has experience across Occidental's conventional and unconventional asset base, including the Permian basin, and previously held roles in drilling and field operations across conventional assets in Russia, Indonesia, India, and the US, in previous roles at Shell and Hess, the company said in an Oct. 13 release.

The company also appointed three former Chevron Venezuela executives to senior leadership roles: Mario Gandara as chief commercial officer, Jorge Castro as senior vice-president of finance and business management, and Ivette Lopez as vice-president of legal and compliance.

Additional appointments include Troy Finney as vice-president of operations, John Grimmer as vice-president of engineering and evaluations, and Michael Jensen as vice-president of health, safety, security, and environmental operations.

Primavera said it plans to accelerate crude oil development activities and expects to announce additional milestones in the coming months.
