Coastal Bend LNG selects EXP as lead environmental consultant

EXP will provide environmental consulting services for the development, including multiple liquefaction trains, cogeneration, LNG storage tanks, and export infrastructure, Coastal Bend said.

Coastal Bend LNG has selected EXP, an engineering, architecture, design, and consulting firm, as lead environmental consultant for its planned 22.5 million tonnes/year (tpy) natural gas liquefaction and export plant on the Texas Gulf Coast.

EXP will provide environmental consulting services for the development, including multiple liquefaction trains, cogeneration, LNG storage tanks, and export infrastructure, Coastal Bend said in a release Aug. 11.

“As DOE and FERC implement revisions to their NEPA requirements, EXP’s expertise in environmental surveys will be critical to advancing our permitting process most efficiently,” said Carlos R. Guzman, chief operating officer of Coastal Bend LNG.

Without additional specifics, the privately held energy infrastructure development company said it expects to begin the Federal Energy Regulatory Commission (FERC) pre-filing process sometime this year, the same timeframe expressed in its June announcement  (OGJ Online, June 25, 2025).

In a June release, the company said the planned development is expected to include up to five 4.5-million tpy liquefaction trains, cogeneration, LNG storage tanks, and export infrastructure for shipping, bunkering, and ISO containers.

Earlier this month, Coastal Bend LNG noted its selection of ConocoPhillips' Optimized Cascade Process liquefaction technology for the proposed plant.  

In the Aug. 4 release, ConocoPhillips said its high-efficiency design includes the company's latest low emission design and operating features.

Coastal Bend LNG expects to pre-file its Federal Energy Regulatory Commission (FERC) permits during 2025.
