The Tyumen region of Russia has let contract to Ventech Engineers Inc., Pasadena, Tex., for immediate construction of a 6,000 b/d crude topping unit.

The contract with Tyumen's Krasnoleninskeneftegas call; for the unit to refine crude oil into naphtha, kerosine, diesel fuel, and residual fuel oil.

The unit is to be shipped to Kaliningrad, Russia, by December 1992 for start-up in operation at Nyagan City, Tyumen, by April 1993,

Ventech believes the unit to be the first American refinery in the Siberian area of Russia.

The modular unit will be skid mounted.

It has been engineered for quick installation and assembly. The unit will operate under Siberian weather conditions, with peak winter temperatures of -67 F.

Ventech Pres. Bill L. Stanley said, "We have seen an incredible demand for these units in the former U.S.S.R.

"Their cities lack the ability to produce fuels for transportation and heating. Some airports have jets stranded on the tarmac because of lack of jet fuel.

"The situation is ironic because many of these locations are within 50 miles of an oil field."

He said Ventech's 1,500, 3,000, 6,000, and 10,000 b/d topping units in most instances can be manufactured and operating in Russia in 11-15 months."
