WAYS SOUGHT TO IMPROVE E. EUROPE REFINERIES
Davy McKee Corp. will recommend ways to modernize refineries in eastern Europe.
Under a contract with the U.S. Agency for International Development (Usaid), Davy is studying refining industries in Bulgaria, Czechoslovakia, Poland, Romania, and Yugoslavia.
Findings of the study are expected to increase capital outlays to improve efficiency and conserve energy in refineries, Davy said. Spending so far has lagged because previous, privately funded studies have been "tainted by commercial motivations," it said.
The $2.5 million project is expected to be complete in about 6 months.
In the study, Davy will:
- Gather data on refining industry components to help plan initial upgrades.
- Recommend and help install low cost ways to improve energy efficiency and environmental controls at selected refineries.
- Identify improvements that can be made under long range programs.
Davy at first will send three man teams to visit 37 refineries for 2-3 days each. Each team will include a refining specialist native to the country being studied.
In the second round, teams will conduct 2-3 week long studies at eight plants to help evaluate specific opportunities to save energy and reduce emissions.
Davy said more than 80% of sites to be studied are multiple use facilities, which include plants producing petrochemicals from refinery derived feedstocks. Petrochemical units at study sites are being handled under other Usaid contracts.
Usaid funded studies of other eastern European industrial sectors are to be complete by mid-September.
