Targa Resources Corp., Houston, has temporarily shuttered 493,000 b/d of capacity at its majority-owned five-train Cedar Bayou fractionator (CBF) in Mont Belvieu, Tex., amid inclement weather conditions caused by Tropical Storm Harvey (OGJ Online, May 16, 2016).

Conditions associated with continued flooding in the Houston area, and specifically the area of Targa’s Mont Belvieu complex, on Aug. 29 required the company to take CBF out of service after floodwater disrupted operation of freshwater supply pumps, the operator said.

Fractionation operations will resume once floodwaters recede and supplies from freshwater wells are restored, according to Targa.

Targa’s Galena Park marine terminal—which remains out of service alongside the Port of Houston’s ongoing closure to ship traffic—will resume operations following reopening of the Houston Ship Channel and inspection of pipelines connecting the Galena Park and Mont Belvieu sites.

While Targa’s South Texas assets, including its Raptor and Silver Oak natural gas processing plants, remain undamaged and online, operations at these locations could still be impacted due to potential constraints on NGL deliveries at Mont Belvieu, the company warned.

Targa’s midstream assets along the Louisiana Gulf Coast also continue to operate and are prepared for the upcoming rains and potential flooding to their area, the operator said.
