Ghana state oil firm Ghana National Petroleum Corp. and pan-African energy system investment platform Quantum Power have signed a heads of terms for the construction and operation of the LNG storage, regasification, and delivery facilities at Tema in Ghana.

The Tema LNG project will have the scalable ultimate capacity to receive, store, regasify, and deliver, at steady state, about 3.4 million tonnes/year of LNG, equivalent to 500 MMscfd of gas, using a dedicated floating storage and regasification unit moored offshore Tema.

An associated subsea and onshore pipeline will deliver the gas to GNPC onshore. The Tema LNG project, comprising a capital outlay of more than $550 million, will be implemented on a build-own-operate-transfer basis with the assets transferring to GNPC after the project’s 20-year term.

Start of operations is slated for yearend and, given its design, the Tema LNG project has a built-in scalability, which would make it play an important role in meeting Ghana’s risin energy demand, GNPC said.

The Tema LNG project has been under development for 3 years. The terminal, which will be 12 km off Tema, allows for refuelling and regasification without affecting maritime and port traffic.
