NEB TO REVIEW REJECTED GAS EXPORT BIDS

Canada's National Energy Board will review several applications it turned down when Canadian producers asked for gas export permits. The review will occur as a result of changes in the board's policy. The board discarded a cost/benefit test it used last November to deny four export bids aimed at serving markets in the U.S. Northeast (OGJ, Mar. 26, p. 38). Meanwhile, NEB opened hearings in Calgary on five new export applications covering sales of about 869 bcf of gas to U.S. customers

Canada's National Energy Board will review several applications it turned down when Canadian producers asked for gas export permits.

The review will occur as a result of changes in the board's policy. The board discarded a cost/benefit test it used last November to deny four export bids aimed at serving markets in the U.S. Northeast (OGJ, Mar. 26, p. 38).

Meanwhile, NEB opened hearings in Calgary on five new export applications covering sales of about 869 bcf of gas to U.S. customers during the next 15 years. Most involve fuel for cogeneration plants.

The new export applications cover bids by:

  • FSC Resources Ltd. to ship 300 bcf for use at three cogeneration plants near Plattsburgh, N.Y.

  • Ramarro Resources Ltd. to export 33 bcf to Energy Marketing Exchange Ltd. for use in a New Jersey cogeneration plant.

  • Vector Energy Inc. to sell 200 bcf to Altresco Inc. for use in a cogeneration plant at Pittsfield, Mass.

  • Western Gas Marketing Ltd. to export 90 bcf to Southeastern Michigan Gas Co. for sale to residential and other customers.

  • CanStates Gas Marketing and Transco Energy Marketing Co. for sale of 48.4 MMcfd during 15 years for use in a cogeneration plant at Hopewell, Va.

In addition, NEB is considering a request by Esso Resources Canada Ltd. to extend an export license that expires in October 1991 to October 2002.

Esso also wants to increase sales volume by 323.1 bcf.
