Bracewell adds partners to Washington DC, Austin offices

RileyMark K. Lewis has assumed the role of managing partner of Bracewell & Giuliani LLP's Washington, DC office. Lewis handles US and global oil and gas pipeline development projects with respect to project structuring, contracting and governmental approvals. The firm has also added John A. Riley and Christopher C. Thiele to the Austin office as partners in the environmental strategies practice. Prior to joining the firm, Riley was a partner and Thiele was counsel in Vinson & Elkins LLP's environmental litigation and regulation practice. Riley represents clients in permitting and enforcement matters in the air, water and waste media. He advises entities in the power generation, hydraulic fracturing, manufacturing and waste disposal sectors in matters before the Texas Commission on Environmental Quality (TCEQ) and the US Environmental Protection Agency. Thiele's practice focuses primarily on the regulation of air pollution under the federal Clean Air Act and related state and local laws and regulations, notably in Texas. Riley was the Director of the Litigation Division at the Texas Natural Resource Conservation Commission (now TCEQ) from 1994 to 1998. Thiele began his legal career at Bracewell in 1999. Prior to practicing law, Thiele was an engineer for an environmental consulting firm, where he represented the oil and gas, petrochemical, surface coating and wood-products industries, and was a senior engineer for a major electric utility. Riley received his JD from Boston University and his BS from Cornell University. Thiele received his JD from the University of Texas School of Law and his BS from Texas A&M University.

Peregrine Midstream Partners LLC has added three new executive vice presidents to the company's management ranks. Darrell Poteet has been named executive vice president of Pipelines and Surface Facilities Development & Management, while Mark Fullerton has joined Peregrine as executive vice president, Reservoir Development & Management, and Jim Ruth has come on board as executive vice president and general counsel. Poteet has 30 years of experience in the industry. He has worked for Tenneco Gas, Panhandle Eastern, Enron Engineering & Construction, Energy Packaging Solutions, New Century Energies, and others. He is a registered professional engineer with three US patents in gas compression/power generation applications and holds a bachelor's degree from Louisiana Tech University and an MBA from Houston Baptist University. Fullerton has spent more than 20 years in the energy industry, most recently working with Quantum Energy Partners portfolio companies to develop gas storage projects as chief operating officer. He started his career with Fluor Daniel and has held management positions with Tejas Power/Market Hub Partners and Western Hub Properties, Falcon Gas Storage Co., Lodi Management and Zero Emission Energy Plants. He holds a bachelor's degree in electrical engineering. Ruth joined Peregrine Midstream Partners from Falcon Gas Storage where he served as general counsel for two and a half years. He has more than 35 years of experience in the industry, including positions in Texas Eastern's legal department and 15 years working for TEPPCO Partners as senior vice president, general counsel and corporate secretary. He earned a JD from South Texas College of Law and a bachelor's degree from Phillips University.

Barnes joins KeyBanc Capital Markets

BarnesKeyBanc Capital Markets Inc. (KBCM) has added Sylvia Barnes to the firm as managing director and head of the Oil & Gas Group. In addition, KBCM has hired several investment bankers who will report to Barnes out of the firm's newly opened Houston office, including Michael Klayman as vice president, Daniel Welch as associate, and Jonna Huneryager and Cole Ciaburri as investment banking analysts. Barnes brings more than 20 years of corporate and investment banking experience and a background in petroleum engineering. She joins KBCM from Madison Williams and Co. where she served as managing director and head of the Energy Investment Banking Group. Previously, she was a managing director at Merrill Lynch and Petrie Parkman where she focused on the oil & gas space. Barnes earned a MBA from York University and a BSc. Eng. from University of Manitoba and was a licensed professional engineer.

Jones Day expands in Houston, Latin America

The global law firm Jones Day is expanding its energy practice in Houston and Latin America. Darrell Taylor has joined the Houston office as a partner in the Capital Markets Practice focused on the energy, energy services and petrochemical industries. He was formerly a partner with Baker Botts LLP in Houston. Taylor handles a broad range of corporate and securities matters, including initial public offerings, large US and international debt and equity offerings, tender and exchange offers and other SEC matters. He has also helped clients negotiate, document and complete mergers and acquisitions and divestitures and prepare for and respond to takeover bids. He earned his bachelor's degree and a JD degree from the University of Texas. Marcello Hallake was named a partner in the firm's Sao Paulo office where he will be advising on mergers, acquisitions and project financing deals. He arrives from the New York office of Thompson & Knight. Hallake focuses his practice on representing US and European companies, financial institutions, and investment funds in cross-border mergers and acquisitions, joint ventures, privatizations, private equity, and other financing transactions, particularly in the area of projects, in Latin America and around the globe as well as representing Brazilian and Latin American companies in cross-border transactions. Hallake earned a bachelor's degree from Saint-Louis University (Belgium), an LLM from Georgetown University, and a MA and JD from Louvain University (Belgium).

EC Harris names new oil, gas head in North America

EC Harris, the international Built Asset Consultancy, has appointed Rachael Campbell as the new head of Oil & Gas in North America. Based out of EC Harris' Houston office, Campbell will be responsible for developing EC Harris' offering to existing and potential clients in North America in both the upstream and downstream sectors. Campbell joins EC Harris from the Wood Group where she worked as the business development manager for the Middle East, Africa, North America and the Caspian region. Prior, she worked as a project delivery leader and a project controls engineer on several major client contracts within the oil and gas industry.

Lesar named to most valuable CEOs list

Chief Executive magazine has named David Lesar, CEO of Halliburton Co., No. 7 in the list of the top 10 most valuable CEOs of companies in the S&P 500. The magazine's ranking is based on each company's ability to make money, how they plan to continue to make money, how the company uses its money, as well as the market value of the company's assets. In Halliburton's case, the company was recognized for its expansion initiatives as well as its software and technology development. Lesar has served as Halliburton's CEO since 2000.

XCXP Operating adds Himbury as VP, ops

XCXP Operating LP and its operating subsidiary, BVX Operating Inc., an independent oil and gas producer, has named Rick Himbury a partner. He will assume the position of VP of operations. Himbury brings over 30 years of operations experience in drilling and production. Prior to joining XCXP Operating, Himbury held operations and field supervisory positions at Conoco and later Conoco Phillips with steadily increasing responsibility, starting in 1979. At Conoco, Himbury has extensive experience in managing large oil and gas fields producing over 15,000 bopd and 100 MMcfd, and has been accountable for a $40M operating budget, co-managed $100M AFE projects and was responsible for implementing the compliance practices for safety, environmental and regulatory rules within his regions of responsibility. XCXP Operating LP and its operating subsidiary is a Midland-based oil and gas company with offices in Midland and Katy, Texas.

BENTEK founder to retire

BENTEK Energy, a Colorado-based energy market fundamentals and consulting company, said November 11 that the company's founder and president, Porter Bennett, will step down at the end of the year. Bennett founded BENTEK in 1985 and led the evolution of the company from an energy industry consulting firm specializing in market and customer analysis into an energy market analytics company that supports customers worldwide. Bennett will continue to work with BENTEK in an advisory role after his retirement and will remain active in the energy industry. BENTEK's general manager James Simpson will assume the leadership role held by Bennett. Simpson has been with BENTEK since 2004 and was promoted to general manager earlier this year. Simpson will lead BENTEK's efforts to further expand its presence into global markets covering natural gas, oil, natural gas liquids and liquefied natural gas.

Catherine Ozdogan joins Latham & Watkins as partner

Latham & Watkins LLP has added Catherine Ozdogan to the firm as a partner in the finance department of the Houston office. Ozdogan advises on commercial lending and financial transactions, representing commercial banks, finance companies, mezzanine funds and borrowers in a wide variety of commercial lending transactions, with a focus on financings in the oil and gas sector. Notably, she has advised borrowers and the nation's largest commercial banks in connection with syndicated credit facilities, particularly secured leverage transactions. She joins from the Houston office of Bracewell & Giuliani. She received a JD from the University of Virginia School of Law and a bachelor's degree from Rice University..

Former DOJ antitrust official Joins King & Spalding

Donna N. Kooperstein, a 32-year veteran of the antitrust division of the US Department of Justice, has joined King & Spalding as senior counsel in Washington, DC. Kooperstein joins King & Spalding's antitrust practice from the Department of Justice, where she most recently served as chief of the antitrust division's transportation, energy and agriculture section. She supervised numerous investigations and cases in the oilfield services, agricultural biotech, railroad and maritime sectors, as well as the department's competition advocacy activities before the Department of Transportation, Federal Energy Regulatory Commission and Federal Maritime Commission. Kooperstein received a JD degree, with high honors, from Rutgers University School of Law, and a bachelor's degree from the University of Michigan.

FMC Technologies shuffles management

FMC Technologies Inc. has made changes to its executive leadership team. Bill Schumann, executive vice president and CFO, has chosen to retire from FMC Technologies after 30 years of service with the company, effective August 31, 2012. In addition, he stepped down as CFO on November 30, 2011, to focus on strategic activities for FMC. Maryann Seaman, current vice president, treasurer and deputy CFO, succeed Schumann as senior vice president and CFO, effective December 1, 2011. Seaman has been with FMC for over 25 years. She has served as vice president of administration, director of investor relations and corporate development, as well as group controller for FMC's former FoodTech and Airport Systems businesses. Halet Murphy replaced Seaman as treasurer, effective November 7, 2011. Murphy most recently was vice president and treasurer at Hawker Beechcraft. He has over 15 years of financial knowledge and experience gained from engineering and manufacturing industries.

Caza names Nickerson VP, exploration

Caza O&G Inc. has appointed Randy Nickerson to the position of vice president, exploration. Reporting directly to CEO, Michael Ford, Nickerson will provide leadership and management of all company technical activities. He joins Caza from Sanchez Oil & Gas where he began as chief geophysicist before becoming Sanchez's vice president, exploration. After receiving his bachelor's degree from the Colorado School of Mines, he began work with Gulf Exploration & Production Co. and has also worked for Amerada Hess Corp., North Central Oil Corp., Coastal Oil & Gas Corp., and Dominion Exploration & Production.

Continental Resources adds former North Dakota Governor to board

Former North Dakota Governor Ed Schafer has joined the board of directors of Continental Resources Inc. Schafer was elected North Dakota's 30th governor in 1992 and re-elected in 1996. He also served as the US Secretary of Agriculture in 2008, after being nominated by President George W. Bush and confirmed unanimously by the US Senate. On November 2, 2011, Continental announced it has budgeted a total $1.75 billion for capital expenditures in 2012. Of that amount, $1.1 billion is planned to be invested in the Bakken play, with 91% of the Bakken investment planned for North Dakota. Schafer promoted a number of energy-oriented issues during his tenure as governor, including a new technology known as horizontal drilling. Today, 98% of North Dakota wells utilize horizontal drilling. While governor, Schafer also served as chairman of the Interstate Oil and Gas Compact Commission. Aside from his political service, Schafer had a long business career at Gold Seal Co., which was founded by his father. Schafer served as the company's president from 1978 to 1985. He was also the co-founder and CEO of telecommunications company Extend America. He earned his bachelor's degree from the University of North Dakota and an MBA from the University of Denver.

Skibinski named managing director at Reservoir Group

Reservoir Group has appointed Dan Skibinski as managing director, Omega Well Monitoring, Americas. Skibinski has over 30 years' experience in the oil and gas industry. Prior, Skibinski was the business development manager at Weatherford International and was responsible for the sales of four product lines that included drilling, fracturing, stimulation and ClearWELL. Skibinski has also served as division vice president of operations for Innovative Chemical Technologies Canada, and held positions with Weatherford, Secure Oil Tools, Baker Petrolite, Welchem Canada Ltd. and Amoco Canada Petroleum Co. Ltd. Skibinski has been a recipient of three patents, Packer Fluids, Acidizing and Fracturing. He received his degree in Hydrocarbon Engineering Technology from the Northern Alberta Institute of Technology.
