NGPL SEEKS TO EXPAND IOWA/ILLINOIS LINE

Natural Gas Pipeline Co. of America plans a $130 million, 600 MMcfd expansion of its Amarillo line in Iowa and Illinois.

NGPL asked the Federal Energy Regulatory Commission for a permit to lay 115 miles of 36 in. loop east of Harper, Iowa, and west of Joliet, Ill., and add 8,000 hp of compression at each of its Muscatine, Iowa, and Geneseo, Ill., compressor stations (see map, OGJ, Feb. 19, 1990, p. 36). It will build related delivery facilities at Joliet or Tuscola, where NGPL plans to connect with either ANR Pipeline Co. or Panhandle Eastern Pipeline Co.

NGPL said its purpose will be to deliver increased volumes of Canadian gas to U.S. Midwest and Northeast markets. Deliveries to Tuscola would be by displacement on NGPL's Gulf Coast mainline south from Joliet.

The company will lay loops in Washington, Louisa, and Muscatine counties, Iowa, and in Rock Island, Henry, Bureau, and LaSalle counties, 111. NGPL also asked FERC for flexible authority to build all or some of the facilities covered in the filing, depending on volumes.

NGPL said the expansion is an alternative to a similar project Northern Border Pipeline Co. filed with FERC in January (OGJ, Jan. 28, p. 46).

Filing of the Amarillo Line project does not, however, affect Northern Border's proposed $78 million purchase of the 150 mile, 30 in. Iowa line, which NGPL placed on stream Jan. 17. The deal requires FERC approval.

NGPL supports Northern Border's plan to boost capacity on the Ventura to Harper, Iowa, line and on its present pipeline from the Montana-Saskatchewan border to Ventura.
