Petrocom, a new Russian-American joint venture, has begun offering consulting services and computer software systems to refiners and petrochemical producers in the Confederation of Independent States.

Petrocom partners are the Institute of Control Sciences (ICS) and Moscow Oil Refinery (MOR), both of Moscow, Bonner & Moore Associates Inc. (B&M), Houston, and Atlantic Simulation Inc. (ASI), Shrewsbury, N.J.

Formation of the venture creates an alliance with about 2,000 Russian engineers and scientists comprising the ICS. The institute was a unit of the former Soviet Academy of Sciences.

Petrocom's early activities in the C.I.S. have focused on helping clients create western style planning procedures to replace former Soviet centralized planning schemes. Petrocom teams also are studying client management and financial organizations to recommend changes needed to function efficiently in market economies.

Leonid, an ICS senior member, said Petrocom will help C.I.S. refiners and petrochemical producers combine business, technical, and economic software capabilities in a way not possible under the old Soviet system. Sorkin is Petrocom chairman.

B&M Pres. Joe F. Moore said Petrocom will help C.I.S. refining and petrochemical operations improve logistical efficiency as they transform from state to private companies. B&M is participating through its Bonner & Moore Associates GmbH subsidiary, Wiesbaden, Germany.

MOR operates the largest refinery in Moscow with throughput of more than 200,000 b/sd. MOR officials said the plant is one of the most modern refineries in the C.I.S.

ASI develops and supplies microcomputer based simulation software for chemical, petrochemical, and utility processes. The company's simulation programs can be used for operator training, control studies, and design evaluations.
