Hindustan Petroleum Corp. Ltd. (HPCL) has let a contract to Larsen & Toubro Ltd. to provide work on an integrated effluent treatment plant (IETP) as part of HPCL’s previously announced program to expand and modernize its 8.3 million-tonne/year Vishakhapatnam (Visakh) refinery in Andhra Pradesh on India’s southeastern coast (OGJ Online, Mar. 21, 2017).
Larsen & Toubro will deliver engineering, procurement, and construction for the IETP project, covering all modern technologies related to oil removal from refinery effluent, including the sequencing batch reactors (SBR)-based treatment of 1,000 cu m/hr of refinery effluent, membrane bioreactor-(MBR)-based sewage treatment system, wet air oxidation-based spent caustic treatment system, and volatile organic compound control system, the service provider said.
Alongside EPC, Larsen & Tourbo’s scope of work on the project will include erection, installation, testing, and commissioning of the IETP, which will cater to the future requirements of existing projects and replace all existing ETPs at the Visakh refinery.
In lieu of confirming a precise value of the EPC contract for Visakh, the service provider lumped the order in an overall award of 20.44 billion rupees for its water and effluent treatment business, which includes a second contract award for a nonrelated project by the government of Madhya Pradesh.
HPCL previously let a contract to Larsen & Toubro subsidiary L&T Hydrocarbon Engineering Ltd. to provide engineering, procurement, construction, and commissioning for a crude distillation unit and vacuum distillation unit that will have a combined nameplate capacity of 9 million tpy, as well as for delivery of EPCC services on a 3.053 million-tpy full-conversion hydrocracker to be added as part of the project (OGJ Online, Jan. 5, 2018; Dec. 8, 2017).
The Visakh refinery modernization project, which proposes to expand refining capacity of the site to 15 million tpy, currently is scheduled for mechanical completion in July 2020, HPCL said in March (OGJ Online, Mar. 7, 2018).
