Phillips 66 lets contract to expand Sweeny fractionation capacity

Phillips 66 has let a contract to S&B Engineers & Constructors Ltd., Houston, to deliver engineering, procurement, and construction for a recently announced project to expand fractionation capacity at Phillips 66 Partners LP’s Sweeny hub in Old Ocean, Tex.

S&B will provide EPC services for two 150,000-b/d NGL fractionators based on S&B’s proprietary fractionation plant design, the service provider said.

The S&B team will execute the project using its own project management system (iPIMS) and advanced work packaging process (IPP) to ensure project delivery, the service company said.

S&B did not disclose a value of the EPC contract.

Scheduled to begin commercial operations in late 2020, the estimated $1.5-billion expansion project will increase overall NGL fractionation capacity at Sweeny to 400,000 b/d and enable access to 15 million bbl of total storage capacity, Phillips 66 said after announcing the project in mid-June.

The Sweeny hub currently has 100,000 b/d of fractionation capacity through Phillips 66 Partners’ Sweeny Fractionator One, 200,000 b/d of LPG export capability, and access to 9 million barrels of gross NGL storage capacity at nearby Phillips 66 Partners’ Clemens Caverns (OGJ Online, Feb. 18, 2016; Dec. 8, 2015).
