HOUSTON, Jan. 19 -- Ultramar Ltd., wholly owned subsidiary of Valero Energy Corp., San Antonio, has selected Fluor Corp. to provide engineering and procurement services for a new diesel hydrotreater unit at Ultramar's 215,000 b/d Jean-Gaulin refinery at Lévis, near Quebec City. The unit will produce ultralow-sulfur diesel for on-road vehicles to comply with Canadian regulations that take effect June 1, 2006.

Fluor also is performing front-end design for the project's utilities and offsite facilities, including those related to steam generation, water treatment, tankage, heat integration, flare and relief, electrical distribution, and cooling water and firewater distribution.

Fluor recently completed engineering and procurement services for a continuous regeneration catalytic reforming unit and a cracked fuel desulfurization unit in Ultramar's $500 million clean gasoline program at the same refinery.
