Gas chemical complex planned for Russia’s Irkutsk region

As part of the prefeasibility study—which was commissioned by the Irkutsk region’s Ministry of Economic Development (IMOED) on November 23, 2018—Gazprom Design evaluated the economic and technological parameters of developing the Sayano-Irkutsk gas chemical complex, which included identifying prospects for further expanding installations proposed within the project, as well as possible social and environmental consequences of project implementation, Gazprom Design said.

Moscow-based ERTA Analytical Group conducted expert examination of results of the prefeasibility study, which was accepted by IMOED on Dec. 11, 2019, according to Gazprom Design.

The purpose of the prefeasibility study was to identify development options for the gas chemical complex—including gas transportation, as well as associated gas supply to the Irkutsk region and adjacent territories—to assess technical and economic indicators of the proposed investment objects and financing options project, the Gazprom subsidiary said.

The prefeasibility study indicated implementation of the proposed gas chemical complex is in close connection with gasification of districts in the region, gas supply to industrial enterprises, conversion of coal from combined heat and power (CHP) to gas in large settlements and boiler houses in the Lake Baikal region, and increased use of natural gas in quality of motor fuel to improve the environmental situation as well as social conditions of the population in the Irkutsk region, Gazprom Design said.

Potential operator

In February 2018, JSC Sayanskkhimplast said it had always emphasized its interest in creating a gas chemical complex on its Sayansk industrial site and was actively involved in the development of the project, noting it was ready to accept any profitable investment offers, regardless of the nationality of the investor.

In October 2018, the government of Irkutsk region, upon visiting Sayanskkhimplast’s industrial site, said it was continuing to cooperate with producer Gazprom in hopes of approaching the first stage of gasification of the region.

Gas feedstock for the project would be sourced via pipeline to the Sayansk site from Kovykta gas condensate field, the Irkutsk government said in an Oct. 12, 2018, release.

Sayanskkhimplast has yet to officially confirm specific details of the proposed gas chemical complex project.
