NEB approves Trans Mountain Anchor Loop

Terasen Pipelines (Trans Mountain) Inc., Calgary, has received government approval for a 158-km looping of the Trans Mountain crude oil and products pipeline in Alberta and British Columbia.

HOUSTON, Oct. 30 -- Terasen Pipelines (Trans Mountain) Inc., Calgary, has received government approval for a 158-km looping of the Trans Mountain crude oil and products pipeline in Alberta and British Columbia.

The project is part of the $400-million TMX-Anchor Loop project, which will add 40,000 b/d of capacity to the 300,000-b/d system. Completion is expected by third-quarter 2008.

The majority of the construction will be in Jasper National Park and Mount Robson Provincial Park.

The project will add 7 km of 30-in. pipeline between a point west of Hinton, Alta., and the Hinton pump station and 151 km of 36-in. pipeline between the station and a location near Rearguard, BC (OGJ Online, Mar. 2, 2006).

Canada's National Energy Board approved Terasen's application for the project subject to conditions that include the filing of an updated project-specific environmental protection plan and a restoration plan.

Terasen is a unit of Kinder Morgan Inc., which earlier this year completed a binding open season for shipper interest in a second-phase expansion of the Trans Mountain system (OGJ Online, May 8, 2006).
