Legacy Reserves names new CFO

Legacy Reserves LP has appointed James "Dan" Westcott as executive vice president and CFO of Legacy Reserves GP LLC, the general partner of Legacy. James R. Lawrence, who has been serving as interim CFO, vice president - finance and treasurer of Legacy Reserves GP LLC since February 2012, will continue in that capacity until such date and continue thereafter as vice president - finance and treasurer. Prior to joining Legacy, Westcott served as a principal at GSO Capital Partners LP, a division of The Blackstone Group LP, where he was involved in the sourcing, structuring, evaluation and management of debt and equity investments for public and private companies in the energy and power industries. He is currently a director of each of Bear Tracker Energy LLC, Compass Well Services LLC, Energy Alloys LLC. He received a bachelor's degree and a Master of Science degree from Stanford University.

Forest Oil names McDonald president, CEO

Forest Oil Corp. has named Patrick R. McDonald as president and CEO. McDonald has been a director of Forest Oil since 2004 and has served as interim CEO since June 2012. He has served as CEO, president and director of Carbon Natural Gas Co., and its predecessor, Nytis USA, since 2004. He has served as chairman of Carbon Natural Gas Co. since 2011. From 1998 to 2003, McDonald served as president, CEO, and director of Carbon Energy Corp. He is also the non-executive chairman of the board of directors of Lone Pine Resources Inc. He is a Certified Petroleum Geologist. McDonald received a bachelor's degree in geology and economics from Ohio Wesleyan University and an MBA in finance from New York University.

Acteon appoints Revere as vice president

Specialist subsea services group Acteon has appointed Kevin Revere as vice president. Based in Kuala Lumpur, Revere will report to Bernhard Bruggaier, executive vice president. He will initially provide support to Asia-based business CAPE as the company expands its product and service offering in the subsea pipeline sector. Revere has more than 20 years of experience in the oil and gas pipeline coating industry and joins Acteon from Wasco Energy's pipe coating division, where he was vice president of operations. Revere's professional experience covers operations in Asia Pacific, Europe and the Americas.

Swire appoints new COO, chief technical officer

Swire Oilfield Services, a global supplier of cargo carrying solutions, modular systems, offshore aviation services and fluid management, has appointed two new members to its executive team. Richard Sell joins as COO and Peter Ellington as chief technical officer. Based at the company's headquarters in Aberdeen, Sell has moved from Swire Group sister company, China Navigation Co. Pte. Ltd (CNCo) in Singapore, where he was responsible for running its bulk logistics business, bulk shipping trade and managing CNCo's chartering, sale and purchase of vessels. Sell replaces Rupert Bray who has taken on a new role as marine service director for another sister company in the wider Swire Group, Swire Pacific Offshore and will be based at its headquarters in Singapore. Peter Ellington has joined from Expro in Aberdeen where he recently served as service delivery manager. A mechanical engineer with an MBA, Ellington has gained his experience through design engineering and project management in different companies, including Baker Oil Tools and Weatherford.

Helmerich & Payne names Lindsay president, COO

Helmerich & Payne Inc. has named John W. Lindsay as president and COO. The board of directors of the company also appointed Lindsay as a director effective September 5, 2012. Lindsay will serve as a director of the First Class. Lindsay joined the company in 1987 as a drilling engineer. He has since served in various positions including operations manager for the company's Mid-Continent region and vice president, US Land Operations, for Helmerich & Payne International Drilling Co. In 2006, Lindsay was appointed executive vice president, US and International Operations for the company's wholly-owned subsidiary, Helmerich & Payne International Drilling Co. In 2010, he became executive vice president and COO of the company. Lindsay earned a bachelor's degree from the University of Tulsa.

EIC names Marsh executive director, North and Central America

The EIC (Energy Industries Council), a trade association for UK companies that supply goods and services to the energy industries worldwide, has appointed Aimee Marsh as its new executive director, North and Central America. Marsh will be based in the EIC's Houston office. Previous roles include regional sales for Canyon Offshore and project manager at Saipem America Inc. She is currently chairman of the Marine Technology Society and serves on the Advisory Board for Texas Sea Grant. Marsh holds a bachelor's degree in Ocean Engineering from Texas A&M University.

Standard Chartered names Head of Origination, Client Coverage for Singapore

Standard Chartered has appointed Patrick Lee as Head of Origination and Client Coverage (OCC), and Co-Head Wholesale Banking, Singapore. Lee joined the bank on September 11 and reports to Ray Ferguson, Standard Chartered's CEO for Singapore, and Anand Kumar, Regional Head of OCC, South East Asia. Lee joins Standard Chartered after four years as Nomura's managing director, Head of South East Asia Investment Banking. He previously held roles at Credit Suisse, Morgan Stanley and UBS.

Mardam-Bey joins Taylor-DeJongh as group president

Ibrahim Mardam-Bey has joined Taylor-DeJongh as group president. He will divide his time among the firm's Washington DC, London and MENA offices. Ibrahim Mardam-Bey is an entrepreneur, financier and business developer with extensive international experience. He possesses a broad range of unique experiences and a track record in the international finance, merchant investment banking and Islamic Finance world. Mardam-Bey is also the co-founder and non-executive chairman of Merchant-Edge, a merchant investment company.

RRC names Rister executive director

The Railroad Commission of Texas has appointed Milton Rister as the new executive director for Texas' top energy regulatory agency. Rister comes from Gov. Rick Perry's office, where he has served as Director for Administration since 2010. Prior to serving in the Governor's Office, Rister worked as executive director for the Texas Legislative Council from 2006 to 2009, and he also served as a senior advisor for Lt. Gov. David Dewhurst in 2005.

Chris Charman has been appointed as chief executive of IMCA (International Marine Contractors Association) taking over from Hugh Williams who is retiring. He will take up the position on December 3, 2012. IMCA is the international trade association for offshore, marine and underwater engineering companies with about 850 members in over 60 countries all around the world. It focuses on offshore construction and marine operations mainly in support of offshore oil & gas, but also marine renewable energy, dredging and telecommunications cable laying. The IMCA chief executive leads the IMCA secretariat and is responsible for delivering the association's extensive global work program. Charman is a Fellow of the Institute of Risk Management (currently he is the IRM's Deputy Chairman and incumbent Chairman), and an Associate member of both the Chartered Institute of Insurers and Chartered Institute of Arbitrators. After leaving the Navy he worked as a loss adjuster then moved to the front end of the process, dealing with risk management and risk financing regionally for CURM in Singapore, returning to the UK as managing director in 1999 and overseeing the acquisition of the business by Thomas Miller. In 2007 he moved to HSBC to develop their global business in the UK, EU and Asia Pacific. Charman has been involved with risk financing work for Heritage, and was Interim Head of Operational Risk Consortium at the Association of British Insurers.

Halliburton promotes Jeff Miller to COO

Halliburton has promoted Jeff Miller to executive vice president and COO. Reporting to Dave Lesar, Halliburton's chairman, president and CEO, Miller will be responsible for the company's global operations, as well as business development and marketing. Miller has held a number of positions at Halliburton, including most recently as senior vice president of global business development and marketing, responsible for strategic account management, sales and marketing. He has also served as senior vice president of Halliburton's Gulf of Mexico region, vice president of the company's Baroid business line, country vice president for Indonesia, and country vice president for Angola. He holds a Bachelor of Science degree in agriculture and business from McNeese State University, and has a Master of Business Administration degree from Texas A&M University. Miller is a certified public accountant and a member of the Texas A&M University Look College of Engineering Advisory Board.

Yvonne Hennessey joins Hiscock & Barclay

Attorney Yvonne E. Hennessey has joined Hiscock & Barclay's Albany office as a partner in the firm's energy and environmental practice areas. She brings years of experience representing clients in the oil and gas sector on complex regulatory and litigation matters and, more specifically, shale development matters. Hennessey also has extensive experience in the Clean Air Act, hazardous waste site cleanup, and the siting and permitting of energy, solid waste and industrial facilities.Hennessey started her law firm career with Hiscock & Barclay in 1999 as an associate. Prior to rejoining Hiscock & Barclay, Hennessey was a partner in The West Firm, where she was Chair of the Regulation and Litigation Practice. Before that she was at O'Connell & Aronowitz and with the Albany office of LaBoeuf, Lamb, Greene & MacRae. She is admitted to practice in New York, Pennsylvania and Massachusetts.

New senior executive advisor named at Tudor, Pickering, Holt & Co.

Tudor, Pickering, Holt & Co. (TPH), an energy investment and merchant banking firm, has named John E. Lowe, a retired ConocoPhillips senior executive, as a senior executive advisor to the firm. Lowe has more than three decades of experience with ConocoPhillips and predecessor firms beginning in 1981. During his career, Lowe had several leadership roles, including serving as executive vice president of Exploration & Production and leading the spin-off of Phillips 66 from ConocoPhillips. Lowe holds a bachelor's degree from Pittsburg State University.

Endeavour makes board changes

Endeavour International Corp. has appointed Ashok Nayyar to a position on the company's board of directors. He will serve as a non-independent director and as a member of the Technology & Reserves Committee. Nayyar is the founding partner and chief investment officer of Cyan Partners LP, a middle market direct lending fund. He has over 18 years of bulge-bracket finance experience and was the co-head of Global Leveraged Finance at Morgan Stanley from 2006 to 2008. Prior to his time at Morgan Stanley, Nayyar was at Citigroup and Salomon Brothers where he served in the Leveraged Finance groups. He holds an MBA from the University of Chicago Graduate School of Business and a BA in Economics from Columbia University. Endeavour also announced the resignation of Leiv L. Nergaard from the company's board of directors as a result of his on-going business and personal activities in Norway. Nergaard, as an independent director, served on the Audit and Nominating & Corporate Governance committees.

Milbank adds Latin America finance attorney Albarracín

Carlos T. Albarracín, a corporate and capital markets attorney with a focus on Latin America, has joined Milbank, Tweed, Hadley & McCloy LLP as a partner in the Global Securities Group. Albarracín, an Argentine native, was previously a partner in the New York office of Chadbourne & Parke. He advises domestic and international clients on transactional matters across Latin America. In addition to continuing his focusing on Colombia, Peru, Chile and Argentina, at Milbank Albarracín will devote substantial time to supporting the firm's Mexico practice. Milbank has worked on a number of significant Mexico transactions in 2012, including major financings in energy, petrochemicals and financial services, as well as large restructuring matters.

KeyBanc Capital Markets expands oil & gas group

KeyBanc Capital Markets Inc., the corporate and investment banking arm of KeyCorp, recently added David Lucke and David Banmiller as managing directors and Nicholas Stuart as vice president to its oil and gas group in Houston. KeyBanc Capital Markets opened its Houston office in December 2011 under the direction of Sylvia Barnes, managing director and head of the oil and gas group. Lucke brings over 20 years of industry experience in exploration and production, midstream and oilfield services. He joins from a private upstream oil and gas company, where he served as CFO for two years. He is a certified public accountant and earned his MBA from The University of Texas at Austin, and his BA from Duke University. Lucke is also a member of the board of directors of GMX Resources Inc. Banmiller joins from Bank of America Merrill Lynch in Houston, where he served as director of investment banking and managed client relationships, both US and international, in the upstream, midstream and oilfield services sectors within the energy and power group. He received his MBA from Southern Methodist University and a BS from Santa Clara University. Stuart was previously a vice president at Stifel Nicolaus Weisel, where he executed advisory and capital markets transactions in the energy group. Stuart earned his MBA from the University of Virginia and BS from the University of Maryland and is a certified public accountant.

Neyman to retire from Flotek Industries

Jesse "Jempy" Neyman, executive vice president – finance, will retire from Flotek Inc., a global developer and distributor of a portfolio of oilfield technologies. Neyman previously served as senior vice president and CFO, and vice president of business development. Prior to joining Flotek, Neyman served as president and CEO of Zond Wind Management from January 2006 until December 2006. Neyman is a graduate of the United States Air Force Academy and served as an Air Force officer from June 1967 until December 1976. After being honorably discharged from the US Air Force, he was a commercial banker specializing in oil and gas lending until joining Enron, except for a two-year period when he worked as an environmental consultant. He has a MS degree in Air Pollution Meteorology and Diffusion Theory from the University of Utah, an MBA from Southern Illinois University—Edwardsville and a BS in International affairs from the USAF Academy.
