US issues OCS employee training rule

The US Minerals Management Service has issued a final regulation for training lessee and contractor employees engaged in oil and gas operations on the Outer Continental Shelf.


WASHINGTON, DC�The US Minerals Management Service has issued a final regulation for training lessee and contractor employees engaged in oil and gas operations on the Outer Continental Shelf.

It said the "performance-based" rule streamlines the previous regulations by 80% and allows companies to use alternative training methods.

It also said the regulation establishes a training system that will promote safer OCS operations by allowing development of new training techniques, imposing fewer prescriptive requirements, and providing for increased training flexibility.

MMS plans to use audits, tests, and interviews to gauge lessee and contractor performance under the rule.

It plans a 2-year transition from the current regulations, although lessees may implement the new rule at any time.
