BRITISH GAS THAI COGENERATION UNIT GETS NOD

Thailand's government has tentatively approved British Gas plc's proposal for a $300 million natural gas fired cogeneration plant to supply electrical power and steam to the country's second major petrochemical complex. BG's proposal for a 160,000 kw plant was accepted by partly state owned Thai Olefins Co. (TOC) over a bid by Mission Energy Co., Bakersfield, Calif.

Thailand's government has tentatively approved British Gas plc's proposal for a $300 million natural gas fired cogeneration plant to supply electrical power and steam to the country's second major petrochemical complex.

BG's proposal for a 160,000 kw plant was accepted by partly state owned Thai Olefins Co. (TOC) over a bid by Mission Energy Co., Bakersfield, Calif.

Negotiations are under way between BG and TOC for the exclusive right to build and operate the plant and sell its electricity and steam to TOC's planned $720 million NPC III olefins complex and seven downstream units (OGJ, June 3, p. 51). BG soon will begin talks with state owned Petroleum Authority of Thailand (PTT) for domestic supply of 30-50 MMcfd to feed the plant.

TOC Pres. Pala Sookawesh said BG offered to guarantee power supplies at 99.7% reliability at a price lower than the Provincial Electricity Authority offers.

BG has proposed the project as a joint venture with PTT, TOC, companies operating downstream units, and other Thai concerns with BG as core investor. Construction of the plant at the N PC III complex at Mab Ta Phud, Rayong province, about 220 km southeast of Bangkok, is to take about 2 years.
