Williams, Texaco to link products lines

Williams Cos. Inc. and Texaco Pipeline Inc. have agreed to develop a new pipeline route by which products from U.S. Gulf Coast refineries can be shipped to the Midcontinent.

Under the accord, Williams' Midcontinent refined products pipeline system will be linked with a Texaco products line that runs from the Houston area to near Wichita Falls, Tex. (see map, this page).

In the first phase of the project, Texaco will lay a 23-in. pipeline from the Wichita Falls area to connect its Houston-to-Wichita Falls line with a Williams line extending from Duncan, Okla., to Fort Smith, Ark. As part of this phase, Williams' petroleum services unit will build a new pump station to increase throughput capacity between Duncan and Wynnewood, Okla.

Williams also will build a 35,000-bbl storage tank at its Reno terminal in Oklahoma City and reverse and upgrade an 8-in. line to flow from Oklahoma City to Drumright, Okla.

Williams has already begun construction of a 12-in. pipeline between Wynnewood and Oklahoma City, which will be part of the combined system when it comes on stream in July.

In a second phase of the connection project, Williams will increase pumping capacity at its West Tulsa station and build new pump stations near Skiatook, Okla., and Cedarvale, Kan. This will increase throughput capacity between Tulsa and El Dorado, Kan., by 45,000 b/d beginning in fourth quarter 1999, says Williams.

Texaco Pipeline's assets will become part of Equilon Enterprises LLC when formation of the downstream joint venture of Texaco Inc. and Shell Oil Co. is approved (OGJ, Jan. 26, 1998, p. 54; Dec. 29, 1997, p. 24).
