President Clinton has signed an executive order that requires U.S. government agencies to buy substantially more alternative fueled vehicles during the next 3 years than required by the 1992 Energy Policy Act.

The law requires purchase of 7,500 vehicles in fiscal 1994 and 10,000 in fiscal 1995. Clinton's order will increase those numbers to 11,250 and 50,000, respectively.

Energy Sec. Hazel O'Leary said the action will make the U.S. government "a driving force behind efforts to increase the availability of alternative fuel vehicles and fuel supplies."

Clinton named Texas Land Commissioner Gary Mauro to head a task force to advise O'Leary on implementation of the order. The task force is to recommend a plan and an implementation schedule within 90 days.

O'Leary said, "DOE and all of us in government must lead by example if the option of alternative fuels is to become a practical, affordable choice for fleet owners across the country.

"Increased use of domestically produced alternative fuels means reducing pollution while creating jobs. We believe energy efficiency, protecting the environment, and a healthy economy are complementary goals."

DOE will coordinate other agencies' 5 year vehicle purchase plans, fund conversion costs or the purchase of extra vehicles, and help develop refueling infrastructure.

The order also directs DOE to work with states, local governments, and industry to coordinate vehicle purchases and encourage manufacturers and fuel suppliers to make alternative fuel vehicles and alternative fuels more widely available.
