The Ukrainian government let a $160 million contract to two western contractors for design and construction of an 80,000 b/d crude oil import terminal at Yuzhny, 50 km east of Odessa on the Black Sea.

Single Buoy Moorings Inc., Marly, Switzerland, and J.P. Kenny Ltd., London, are to build the terminal in two phases.

Beginning this month, the companies will install a mooring buoy 4 km offshore in 20 m of water. This will be linked to shore by a 42 in. pipeline. Work will require 1 year and cost $28 million.

Phase two will involve installation of additional pipelines linked to a pump platform 25 km offshore. The platform will be served by three mooring buoys. Completion is scheduled for late 1995 at a cost of more than $130 million.

A tank farm will be built onshore to receive crude oil deliveries.
