A Maine oil products distributor will pay an $8,000 fine for not adequately preparing and installing spill prevention, control and countermeasure plans at two of its facilities, the US Environmental Protection Agency said on Oct. 28.
Inspectors from EPA's New England office and Maine's Department of Environmental Protection found that RL Greenlaw & Sons did not have adequate SPCC plans at two of its sites in Stonington, the federal agency said. The Sea Breeze Avenue and Indian Point Road locations are directly adjacent to Penobscot Bay, it indicated.
It said that the company did not maintain sufficiently impervious secondary containment for tanks at its Sea Breeze Avenue and Indian Point Road locations and did not construct adequate containment for the Sea Breeze Avenue site's loading and off-loading operations. The sites also did not have adequate security measures which EPA requires to prevent unauthorized access to oil containers, the federal agency said.
It said that Greenlaw submitted and has begun implementing corrective action plans for both sites, including liquid-tightness tests at the Sea Breeze Avenue site to identify leaking areas in the containment walls and floor, dike repairs, and construction of poured concrete spill containment areas for the oil transfer areas.
