Dec 10, 1990 W. Cameron Davies Bass Resources Ltd. London Abderrazak Bel Haiza Enterprise Tunisienne d'Activites Petrolieres Tunis Tunisia's oil exploration and production industry is experiencing a boom of almost unprecedented proportions. The catalysts are changes in the fiscal and legislative regime and a high success ratio in an exciting new exploration play, Upper Cretaceous Abiod chalk. The foundation of this re-newed phase of activity was laid in 1985.

AGA SEES COAL SEAM GAS SUPPLIES GROWING

Dec 10, 1990 Coalbed methane has become a significant component of the U.S. gas supply mix says American Gas Association. Since 1983, production and well completions in coal seam areas have increased rapidly, AGA noted. "By yearend 1990, more than 1,000 wells will be producing methane from coal seams, annual production will likely exceed 100 bcf, and proven reserves will total 2 tcf or more. "in addition, recent data suggests that growth in well completions and annual production will continue at accelerated

CANADA E&P EFFICIENCY SLIDE SEEN

Dec 10, 1990 Canada's oil and gas industry's efficiency in terms of finding costs and production replacement continues to falter, contends Canadian Oil Patch Analyst Inc. (COPA). A COPA study based on analysis of 46 companies, including most major Canadian producers, shows the 5 year rolling average finding and development cost for 198589 was more than $9/bbl of oil equivalent (BOE), 4% higher than the previous 5 year average. Further, the 1989 replacement cost of $8/BOE was higher than in the

WATCHING WASHINGTON PICKENS PUSHES NATURAL GAS

Dec 10, 1990 with Patrick Crow T.Boone Pickens, general partner of Mesa Limited Partnership, says the Persian Gulf crisis should force the U.S. to question its energy priorities and rising dependence on foreign oil. He told Washington Gas Roundtable last week the crisis and environmental concerns make "natural gas solidly positioned to become the nation's premium fuel. The question is, when?" He said gas prices were at a 12 year low this summer, well under replacement costs for Mesa.

U.S. BRIEFS

Dec 10, 1990 WESTERN GAS PROCESSORS LTD Denver, signed a letter of intent to buy Amoco Production Co.'s 49 MMcfd Edgewood gas processing plant and related production about 35 miles northwest of Tyler, Tex., for $36 million. Closing, expected by Feb. 1, 1991, depends on satisfactory outcome of an environmental audit under way. Western also signed a contract with Dallas Production Inc., Dallas, to gather and process its gas near the plant.

COMPETITION CONTINUES TO EVOLVE IN BRITAIN'S DOMESTIC GAS MARKET

Dec 10, 1990 Competition in the U.K. gas industry has reached a new milestone with sale of the entire output of associated gas from Amerada Hess Ltd.'s Scott oil field to Mobil Gas Marketing Ltd. It is the first time that the entire gas reserves of a field have been sold to a single marketing organization other than British Gas plc. Amerada Hess and the other six Scott partners have signed letters of intent with Mobil. Another sign of change in the U.K. gas market came when regulatory officials told BG

OUTLOOK FOR CANADIAN OIL SANDS MIXED

Dec 17, 1990 Withdrawal of federal funding has set back a $4 billion oil sands project in Northern Alberta by at least 8 years, says National Energy Board. Meantime, Chevron Canada Resources Ltd. plans a new oil sands recovery pilot project on a 49,000 acre lease in the Fort McMurray region of northern Alberta. An NEB draft study on oil supply said construction of the OSLO oil sands plant is unlikely until 1999. The 77,000 b/d project by a group led by Esso Canada Resources Ltd. had a targeted construction

HAZARDOUS LABEL LOOMING AGAIN FOR U.S. E&P WASTES

Dec 17, 1990 Hazardous waste issues will continue to be pitfalls for U.S. upstream operations in the 1990s. Most exploration and production wastes were exempted from classification as hazardous waste by the Environmental Protection Agency in 1988.

U.S. BRIEFS

Dec 17, 1990 THE COAST GUARD is seeking public comment on a planned rule requiring double hulls on oil tankers under construction or conversion since June 30, 1990. All single hulled tankers must be converted or retired by 2015. The rulemaking will set technical standards for double hull construction. It was mandated by a law Congress passed this year.

CALIFORNIA HAZARDOUS WASTE INCINERATION SHORTFALL SEEN

Dec 17, 1990 California will generate almost 1 million tons/year more of liquid hazardous wastes than it is able to treat by 2000, says Rhone-Poulenc Basic Chemicals Co., Princeton, N.J. Most of those wastes produced will be petroleum based organic liquids, sludges and slurries, and contaminated water. Rhone-Poulenc conducted a study of the issue as part of its effort to obtain approval of federal, state, and local permits to use excess capacity at its existing Martinez, Calif., sulfuric acid recycling

NEW DOE PROGRAM AIMS TO HIKE OIL RECOVERY

Dec 24, 1990 The U.S. Department of Energy is kicking off a major research and field demonstration program aimed at minimizing well abandonments and helping operators maximize oil recovery from U.S. reservoirs. Goal of the Oil Research Program is to maximize the economic productive capacity of the U.S. oil resource by research, development, and demonstration. DOE believes 76 billion bbl of oil could be made economically producible using technologies currently in use or that could be developed within 10

MAJOR EAST GERMAN PLANTS ENTER EEC REFINING NETWORK

Dec 24, 1990 L. R. Aalund Managing Editor-Technology The reunification of Germany has brought some 22 million tons/year or 435,000 b/d of crude oil processing capacity into the European Economic Community from the former German Democratic Republic or East Germany. Most of this-16.2 million tons or 323,000 b/d-comes from two refineries, PCK AG Schwedt and Leuna-Werke AG. Both have entered a period that will test their survival, at least as independent enterprises in their present configurations (OGJ, Oct.

WATCHING WASHINGTON ADAMANT ON ANWR

Dec 24, 1990 with Patrick Crow It's an open secret in Washington the National Energy Strategy (NES) very likely will propose leasing and exploration on the Coastal Plain of the Arctic National Wildlife Refuge. ANWR, just east of Prudhoe Bay field, appears to be the nation's last best hope for a billion barrel oil field. Naturally, industry wants to drill it. President Bush supports ANWR leasing, as do the Departments of Energy and Interior. He is expected to sign off on the NES early in 1991.

ALCORN TESTS MAJOR FIND OFF PHILIPPINES

Dec 24, 1990 Alcorn (Production) Philippines Inc. has found a major oil field in the South China Sea off Philippines. Alcorn's 1 West Linapacan wildcat recorded substantial flows of 30.1 oil with no water on three drillstem tests of Miocene-Oligocene Nido-Galoc platform carbonate rock at 5,350-5,896 ft. Biggest flow was 6,708 b/d through a 2 in. choke on a test that covered a dolomite interval about 40 ft thick. The well also flowed at a stabilized rate of 5,051 b/d a through a 48/64 in. choke with 552

WATCHING THE WORLD EGYPT SHOWING PROGRESS

Dec 24, 1990 with Roger Vielvoye from London One of the most worthy beneficiaries of the worldwide increase in crude oil prices is Egypt. Increasing fuel prices that are way below prevailing free market levels is never popular in the Third World. A reaction can sometimes be far more explosive than the response of pressure groups in the industrialized world.
