DRILLING CONTINUES UPWARD MOMENTUM

On top of this, the Iraqi invasion of Kuwait has caused disarray in oil markets, driving up oil prices, and disrupting access to oil supplies. Potentially, this upheaval could lead to an upward spike in worldwide drilling activity. How long the spike might last or when it might become substantive is still anyone's guess.

The basin is playing host to a round of drilling that involves the deepest holes and heaviest rigs ever concentrated there. OXY USA Inc. late last month was preparing to spud a projected 21,000 ft, $12 million wildcat near Danville, Ark., to Cambro-Ordovician Arbuckle, a formation that does not produce commercially in Arkansas.

SOUTH DAKOTA BLACK HILLS GET INITIAL FIRST LEO OIL PRODUCTION

Oct 1, 1990 Balcron Oil Co., Billings, Mont., has completed a discovery on the Black Hills uplift that may be the first production from Pennsylvanian First Leo sandstone of the Minnelusa formation in South Dakota. Balcron's 21-5 Nautilus-Federal, in 5-10s-2e, Fall River County, pumped 125 b/d of 29.4 gravity oil from First Leo perforations at 3,008-20 ft. Neither gas nor water showed on the test. W. COAST BEST POTENTIAL FOR OUTPUT HIKE SOON

In terms of current reserves, all other U.S. oil producing states combined could not ramp up production enough in 1 year to make much of a dent in the natural decline in U.S. oil fields (OGJ, Sept. 17, p. 21). Even with a strong effort from Alaska and California added, the U.S. would at best trim the rate of its oil production decline in 1 year.

Oct 1, 1990 IMPERIAL OIL LTD. appealed a Federal Court of Canada ruling that the company violated a patent on a motor oil additive. The court said Imperial produced and sold oil containing an additive patented by Lubrizol Canada Ltd., a unit of Lubrizol Corp. (OGJ, Sept. 24, p. 62). Imperial said its product did not infringe the patent, and the patent itself is not legal. A DIVISION of Suncor Inc., Toronto, plans to sell its refining division to its U.S. parent. Bow Valley Industries Ltd., Chesapeake Resources Ltd., Inverness Petroleum Ltd., Northstar Energy Ltd., and Universal Explorations Ltd. will sell the gas to Indeck Gas Supply Corp. with deliveries to begin Nov. 1.

U.S. TO BOOST PRODUCTS TAXES, BOLSTER E&P

Oct 8, 1990 The Bush administration and congressional leaders have agreed on a U.S. deficit cutting plan that would raise the current 9 cents/gal federal gasoline tax to 21 cents/gal by next July 1 and improve the tax climate for exploration and production. Congress now must approve or reject the budget package, which is designed to cut the federal deficit by $40 billion in fiscal 1991 and $500 billion during 5 years.
