Houston, Tex., has named Carroll W. Suggs to the company's board of directors. Suggs is chairman, president, and chief executive officer of Petroleum Helicopters, Inc. (PHI), which provides helicopter transportation services to companies engaged in the offshore oil and gas industry, institutions involved in emergency medical services, and government agencies.

Suggs was named chairman of PHI in March 1990. Suggs' addition to Global Marine's board of directors brings its total membership to twelve. Other members of the board are Edward A. Blair, Edward J. Campbell, Thomas W. Cason, John M. Galvin, C. Russell Luigs, Jerry C. Martin, Edward R. Muller, Paul J. Powers, Robert E. Rose, Ben G. Streetman, and John Whitmire.

Global Marine is an offshore drilling contractor with an active fleet of 31 mobile rigs worldwide plus two ultra-deepwater drillships under construction. In addition, the company is a provider of offshore drilling management services, employing approximately 8 to 12 additional rigs.

Orbital Imaging Corp. (ORBIMAGE),

an affiliate of Orbital Sciences Corp. and a global provider of satellite-delivered Earth imagery products and services, has named James A. Flowers vice president of North American sales.

Flowers will work with ORBIMAGE's extensive network of strategic partners and value-added resellers to oversee a major enhancement of the company's existing imagery archive, OrbView Cities. OrbView Cities is a digital archive of high-resolution imagery of major North American metropolitan areas that can be used for urban planning and real estate development, among many other uses. Flowers will also begin an expansion of ORBIMAGE's marketing and sales organization in North America.

In addition to OrbView Cities, ORBIMAGE currently offers imagery from its OrbView-2 satellite, which provides daily multi-spectral coverage of the entire world. The company also sells high-resolution imagery products from RadarSat-1, the world's first operationally oriented radar satellite, and medium-resolution imagery products from SPOT IMAGE's family of satellites.

Flowers has been part of the ORBIMAGE strategic development team since 1997. He has consulted with senior management regarding commercial market development, and since early last year has served as the company's sales and marketing liaison with RADARSAT International, the operator of the Canadian RADARSAT-1 imaging satellite.

ORBIMAGE is a global provider of satellite-delivered Earth imagery services with a planned constellation of five digital remote sensing satellites.

It currently operates the OrbView-1 atmospheric imaging satellite (launched in 1995), the OrbView-2 ocean and land multispectral imaging satellite (launched in 1997), and an integrated image receiving, processing and distribution system with over 20 current and planned regional ground stations around the world.

Veritas DGC Inc.,

Houston, Tex., has named Richard C. White chief executive officer. The announcement was made by David Robson, previous chairman and chief executive officer, who has become executive chairman of the board concurrent with White's appointment.

White was most recently president of the Western Geophysical division of Baker Hughes Inc. White was senior vice president of Western Atlas Inc. prior to its acquisition by Baker Hughes in 1998 and also president of its Western Geophysical division for the past five years. Prior to that appointment, he was chief operating officer of Western Geophysical, in charge of its global activities, and served in other management positions since joining the predecessor of Western Atlas in 1978.

Other Veritas executive management will continue in their current roles. Steve Ludlow, vice chairman, and Tony Tripodo, chief financial officer, will continue to report to Robson. Tim Wells, chief operating officer, will report to White.

Montigny-le-Bretonneux, France, has named Eric Deliac vice president marketing - business development - R&D and member of the management committee.

Deliac started his professional career in 1977 in the mining exploitation activity in Zaire, France, and South Africa. Between 1982 and 1988, he was in charge of the mining technical and economy department for the Ecole des Mines of Paris, France. He joined the Elf Group in 1988, working on exploration and production, then was chief operating officer of Elf Angola and vice president R&D of Elf Exploration Production. has announced that one of its operating units, Willbros Engineers, Inc., has formed a strategic alliance with M. J. Harden Associates, Inc. (MJH). The alliance was created to jointly carry out pipeline project solutions and services using advanced technologies. Currently, the two companies are working together on five natural gas transmission projects in the U.S. totaling over 700 miles of new pipeline.
