Houston, has named Sean T. Connaughton vice-president for government affairs. Previously, he was US Maritime Administrator since 2006 until his resignation with the change of administrations in Washington, DC. Prior to that, he served on numerous regional boards and commissions, including the Metropolitan Washington Council of Governments and the Northern Virginia Transportation Authority. He also worked for the American Petroleum Institute. Connaughton served the US Coast Guard as both a commissioned officer and as a civil servant in the Office of Marine Safety, Security, and Environmental Protection. He has specialized in maritime and international law in private practice and for 6 years in the transportation practice of Troutman Sanders LLP. Connaughton is a graduate of the US Merchant Marine Academy and US Naval War College, has a master’s degree, and has a JD from George Mason University.

Siemens AG,

Berlin and Munich, has signed a long-term strategic alliance agreement with
Fluor Corp., Irving, Tex., involving Siemens’ energy and industry divisions. The agreement establishes Siemens as a preferred supplier to Fluor and its global projects business. The companies will coordinate their work and planning processes to better meet increased project requirements, with a focus on risk minimization and acceleration of planning and implementation for major projects.

Fluor provides engineering, procurement, construction, operations, maintenance, and project management services worldwide.

Siemens’ energy division is a leading supplier of products, services, and solutions for the generation, transmission, and distribution of power and for the extraction, conversion, and transport of oil and gas. Its industrial division is a leading supplier of production, transportation, building, and lighting technologies in the fields of industry and infrastructure.

GulfMark Offshore Inc.,

Houston, has appointed David Rosenwasser vice-president, Americas, and Lee Johnson vice-president, IT, and CIO. Rosenwasser will assume the lead role of GulfMark’s Americas operating segment, which includes the US Gulf of Mexico, Trinidad and Tobago, Mexico, and Brazil. He has been with GulfMark since 2001, when he joined the company as director of business development and more recently served as area manager of Brazil. Previously, he worked in the energy investment banking group of Lehman Bros. Inc. Prior to that, he was a federal law clerk to the chief judge of the US District Court, Southern District of Texas. Rosenwasser has a JD from New York Law School and a BBA from Texas A&M University. Johnson has over 25 years of experience in applying technical solutions and leading information technology organizations. Previously, he was with Tatum LLC as a partner and practice leader for its Houston technology organization. He also has held CIO leadership positions at eCommlink, Evercom Systems, and Nortel Networks. Johnson has a BS from Pennsylvania State University and attended the executive masters program in computer science and software engineering at Southern Methodist University.

Houston has promoted Patrick J. Hickey to executive vice-president of parent Merichem and president of its wholly owned Merichem Chemicals & Refinery Services LLC. In this role, he will serve as COO of Merichem’s group of wholly owned businesses. Hickey joined Merichem in 2005 and most recently served as vice-president with responsibilities for research and engineering, commercial development, intellectual property, and information technologies. Previously, he held research, business development, and operations positions with leading international companies. Hickey has bachelor’s and master’s degrees in chemical engineering from Manhattan College and a PhD in chemical engineering from Clemson University.

Merichem Chemicals & Refinery Services provides licensed process technologies for the treatment of hydrocarbon streams.

Jee Ltd.,

London, has opened a new office in the Westhill area of Aberdeen that houses 25 engineers specializing in subsea engineering.

Jee is an independent firm of consultants specializing in pipeline, riser, and subsea engineering and training services for the oil and gas industry. It has offices in London, Aberdeen, and Abu Dhabi.

UOP LLC,

Des Plaines, Ill., has signed an agreement granting Newpoint Gas LP, College Station, Tex., exclusive rights to offer UOP’s Separex membrane technology in the design of certain types of gas treating plants in Canada and the US. Separex technology upgrades natural gas streams by removing carbon dioxide and water vapor in order to meet pipeline quality specifications.

UOP is a leading international supplier and licensor of process technology, catalysts, adsorbents, process plants, and consulting services to the petroleum refining, petrochemical, and gas processing industries. It is part of Honeywell International Inc.’s specialty materials business group.

Newpoint offers engineering, equipment, and services for the treatment and purification of natural gas.
