The Asian Development Bank (ADB) has awarded a contract to Penspen Ltd., London, to conduct a technical feasibility study for the proposed 1,820-km, 56-in. OD pipeline from Turkmenistan’s 16-trillion cu m Galkynysh gas field, to Afghanistan, Pakistan, and India (TAPI). Penspen’s scope of work includes a review of the proposed route, confirmation of hydraulics including compressor station size and location, provision of cost estimates, and development of project execution strategy and schedule.
The company expects to complete the study in 6 months and awarded a subcontract to Netherlands-based Royal HaskoningDHV to undertake its environmental and social safeguard components.
ADB earlier this year reported “steady progress” on TAPI, describing it as “an energy and economic development vehicle” for the countries involved (OGJ Online, June 5, 2014). Representative from each country signed a framework agreement on the project in 2010 and completed buy-sell agreements over the following 2 years.
ADB more than 10 years ago awarded Penspen a contract to conduct a “techno-economic” feasibility study of TAPI (OGJ Online, June 5, 2003).
