Constitution Pipeline Co. LLC has received a final environmental review from the US Federal Energy Regulatory Commission, which clears the way for construction of the proposed 124-mile, 30-in. Constitution natural gas system from supply areas in northeast Pennsylvania to existing transmission pipelines in Schoharie County, NY.

FERC on Oct. 24 published its final environmental impact statement (EIS) for the proposed line.

Assuming timely receipt of all necessary regulatory approvals, Constitution would begin construction as early as the first-quarter 2015 in order to help meet winter 2015-16 heating-season needs in New York and New England.

Earlier this year, Constitution and Leatherstocking Gas Co. LLC announced plans to install four delivery taps along the pipeline’s proposed route to facilitate local gas service in southern New York and northern Pennsylvania.

FERC’s EIS assesses the potential environmental effects of the construction and operation of the projects in accordance with the requirements of the National Environmental Policy Act. The EIS concluded that environmental impacts would be reduced to “less than significant levels” with the implementation of proposed mitigation measures by the company and FERC.

Constitution is owned by subsidiaries of Williams Partners LP, Cabot Oil & Gas Corp., Piedmont Natural Gas Co. Inc., and WGL Holdings Inc.
