TransCanada submits Energy East project description to NEB

NEB said a project description provides preliminary information that allows NEB to prepare for the subsequent application and begin outreach activities.

According to the Mar. 4 project description, Energy East Pipeline Ltd. is proposing a 4,500-km crude oil pipeline system from Hardisty, Alta., to St. John, NB.

In addition to construction of 1,500 km of pipeline and facilities, the project will require the acquisition of natural gas facilities from TransCanada and conversion of 3,000 km of gas pipelines to oil service.

Delivery points include three existing refineries in eastern Canada and two new marine terminals to allow for exports to international markets.

Energy East and TransCanada expect to file a comprehensive application in the third quarter. Energy East is proceeding with field studies, socioeconomic assessments, and engineering design.

The project is intended to transport up to 1.1 million b/d (OGJ Online, Aug. 1, 2013). TransCanada’s project description anticipates a construction start in early 2016 and an in-service date in late 2018.
