Crosstex Energy LP and Crosstex Energy Inc. have completed construction of Phase I of the Cajun-Sibon NGL expansion project, connecting Crosstex’s Eunice fractionator in South Louisiana to Mt. Belvieu supply pipelines in East Texas.
Commercial deliveries of NGL to the Eunice, Riverside, and Plaquemine fractionators began shortly after completion of the expansion last month. The pipeline is delivering 25,000-30,000 b/d into various Louisiana delivery points and is expected to reach its full 70,000 b/d capacity by yearend. The Eunice fractionator began operations Nov. 6 at 15,000 b/d.
Crosstex expects to complete Phase II of the expansion in second-half 2014, expanding Cajun-Sibon’s pipeline capacity by an additional 50,000 b/d. Phase II also includes installation of a 100,000 b/d fractionator adjacent to Crosstex’s existing 225-MMcfd Plaquemine natural gas processing plant, modification of the Riverside fractionator, and the construction of several natural gas and NGL pipelines to expand market connectivity.
The company earlier this year awarded UOP LLC a contract to install its Russell de-ethanizer and depropanizer fractionators at Plaquemine (OGJ Online, Apr. 25, 2013).
A 10-year supply agreement with Dow Hydrocarbons & Resources LLC and a 5-year supply agreement with Williams Olefins LLC support the $115-130 million expansions.
