Tanzania imports first diesel through single-point mooring

The Tanzanian Ports Authority offloaded the first tanker to deliver through a new offshore single-point mooring (SPM) installed by Leighton Offshore. The vessel offloaded diesel through the SPM in the southeastern portion of the Port of Dar Es Salaam.

Leighton was responsible for design, engineering, procurement, fabrication, installation, and precommissioning of the replacement SPM and its pipeline system. The SPM and pipeline system can accommodate vessels up to 150,000 dwt carrying either crude oil or diesel.

Leighton’s scope of work included transportation, offshore trenching, SPM system installation (including the pipeline end-plate manifold and mooring system), and construction of the offshore pipelines. Work also included a complete pigging of the system through the SPM and pipelines and trenching through the intertidal zone. Leighton built one 24-in. OD and one 28-in. OD 4-km onshore pipeline as well running from the beach crossing to an onshore tank farm.

Earlier this year the Tanzanian government entered into a lending agreement with the Export-Import Bank of China to fund $1.2 billion in energy infrastructure expansion, the bulk of which was to be used on a variety of onshore and offshore natural gas pipeline projects (OGJ Online, July 5, 2012).
