LOS ANGELES, Mar. 25 -- OAO Rosneft Pres. Sergei Bogdanchikov said his firm plans to build a refinery near Nakhodka, at the terminus of the proposed East Siberia Pacific Ocean Pipeline.
Bogdanchikov said construction on the 20 million tonne/year facility will begin after relevant ministries and departments consider the technical and economic substantiation in accord with Russian law.
The planned location of the refinery is 2 km inland from the Sea of Japan and about 15 km from Nakhodka in the direction of Vladivostok. The facility's output will be aimed at the Asia-Pacific market, particularly Japan and South Korea.
Earlier this month, Bogdanchikov said, in connection with filling the ESPO line, Rosneft will undertake development of Vankor oil fields, which are in the Krasnoyarsk Territory (OGJ, Mar. 10, 2008, p. 33).
Last year, Bogdanchikov said Russia should restrict the amount of oil it plans to transport to China via the ESPO line in order to increase the amount of oil that could be refined at the end of the line and sold to Asia-Pacific markets (OGJ Online, Sept. 18, 2007).
