HOUSTON, Nov. 22 -- Venezuelan Energy and Mines Minister Rafael Ramirez was named president of state oil corporation Petroleos de Venezuela SA (PDVSA) in addition to his existing duties.

Venezuelan President Hugo Chávez reshuffled his cabinet, announcing the changes on Saturday.

Chavez appointed PDVSA Pres. Alí Rodríguez Araque as Venezuelan foreign minister. Rodríguez Araque is a former energy minister and secretary general of the Organization of Petroleum Exporting Countries.

This is the first time in Venezuela that one person has been appointed both energy minister and PDVSA president.
