HOUSTON, Oct. 27 -- Pemex Petroquimica has proposed the construction of a world-scale chemicals and plastics complex on Mexico's Gulf Coast and has named three companies to conduct a feasibility study of the venture, known as Project Phoenix.
The partners—Mexican companies Grupo Idesa Petroquimica and Indelpro SA de CV (a joint venture of Grupo Industrial Alfa 51% and Himont 49%), along with Nova Chemicals Corp., Pittsburgh—will ascertain whether the project can produce a globally competitive complex, initially comprising two world-class ethylene and polyethylene plants. Two locations are being considered: Altamira in Tamaulipas state and Coatzacoalcos in Veracruz state.
The partners will target start-up in 2009 or 2010 if the project proves feasible.
