Seminole Group plans to build Liberty crude oil pipeline

HOUSTON, Nov. 14 -- Seminole Group LP, Tulsa, reported plans to build a 280 mile, 20-in., 200,000 b/d crude oil pipeline extending from Longview, Tex., to Cushing, Okla.

The $150 million line, named Liberty Crude Oil Pipeline, will create a "transportation corridor" with access to multiple offshore Gulf of Mexico oil discoveries including Royal Dutch/Shell Group's Mars discovery in the Gulf of Mexico, Seminole said.

Seminole has awarded Liberty's engineering contract to Denver-based firm Trigon-Sheehan LLC; the project is slated for completion before yearend 2005.

The pipeline will provide lower Petroleum Administration of Defense District II (PADD II) refiners increased access to a continuous and reliable supply of deepwater and Gulf Coast crudes, Seminole said. "We believe Liberty will help relieve the expected pressure on existing pipeline infrastructure as new deepwater production comes online and will play an important role in reducing lower PADD II refiners' dependence on long-haul foreign crude supply," the company said.

Production from the deepwater gulf is expected to increase steadily through 2006, peaking at 1.9 million b/d of oil, according to a May report released by the US Minerals Management Service, Seminole noted.
