Phillips lets contract to Fluor for Washington refinery upgrade

Phillips Petroleum Co. has awarded a contract for an undisclosed sum to Fluor Corp. to perform engineering, procurement, and construction upgrade services on the company's 89,000 b/d refinery.

HOUSTON, Sept. 10 -- Phillips Petroleum Co. (now ConocoPhillips) has awarded a contract for an undisclosed sum to Aliso Viejo, Calif.-based engineering firm Fluor Corp. to perform engineering, procurement, and construction upgrade services on the company's 89,000 b/d refinery at Ferndale, Wash.

The upgrade—which is being performed to comply with the US Environmental Protection Agency's new regulations initiating the production of cleaner gasoline—will involve the installation of a new cat gasoline desulfurizer unit that will utilize Phillip's S Zorb sulfur removal technology. The contract also includes the revamp of an existing gasoline splitter unit.

Engineering work for the project began in June; construction is slated to begin in October, and is slated to reach completion during the forth quarter of 2003.
