HOUSTON, May 9 -- Phillips Petroleum Co., Bartlesville, Okla., has selected Fluor Corp.'s offshore services division to provide engineering for the Bohai Bay Peng Lai 19-3 Phase II Development Project off China, said Fluor, Aliso Viejo, Calif.

The contract calls for feasibility studies with options for front-end design, detailed engineering, procurement services, and construction-support services. Production from the second phase of the project is expected to come on stream in 2005.

Development concepts include tying more than 100 wells to either a floating production, storage, and offloading vessel or to conventional jacket mounted topsides facilities.

The Bohai Bay Peng Lai 19-3 Phase II Development Project is a co-venture between Phillips Petroleum and the China National Offshore Oil Corp.

The discovery well, Peng Lai 1, was spudded in May 1999. First oil from the first phase is expected in early 2002.
