Angolan national oil company Sonangol is seeking strategic partners to build a refinery, said Kellogg Brown & Root, an affiliate of Halliburton Co., which recently completed a feasibility study for the project.

The 200,000-b/d grassroots refinery would be built in Lobito, about 400 km from Luanda.

Kellogg Brown & Root said more than a dozen companies have visited its offices to hear the results of its study.

Syanga Abilio, vice-president of Sonangol, described the study results as encouraging, and said the company is seeking partners interested in equity partnership, the refinery's products, financing, engineering, procurement, and construction.

Interested companies are expected to respond in early 2001.

Abilio described the response to the briefing as very enthusiastic. Attendees included a representative from the Petroleum Ministry of Angola.
