El Paso Merchant Energy Co. a unit of El Paso Energy Corp., Houston, named Mark Condon, Jim Jewett, Scott Lamoreaux, and Gar Seifullin, managing directors of its newly formed EP Power Finance group. Condon was formerly vice-president of Heller Financial Inc.; Seifullin was a senior vice-president, Heller; Jewett was formerly president of ESBI Energy Co.; and Lamoreaux, vice-president, Stratum Group LP.

American Electric Power Co. Inc., Columbus, Ohio, named William L. Sigmon Jr., vice-president, fossil and hydro-east. Sigmon was formerly senior vice-president, Duke Energy North America, a unit of Duke Energy Corp. He succeeds Charles Weaver, who is retiring.

USPowerSolutions, Cambridge, Mass., appointed H. Ward Camp, vice-president, industry alliances and regulatory strategy. Previously, he was general manager, Phaser Advanced Metering services.

Consolidated Edison Co. of New York, New York, named Stephen F. Wood executive vice-president of engineering services in the company's electric operations organization. He joined Con Ed from Baltimore Gas & Electric Co., where he was vice-president transmission and distribution.

SolArc Inc., Tulsa, Okla., appointed Donna Broussard, Marcya Kissinger, Gwen Mahoney, and Brad York business consultants to the company's business team. Broussard was formerly with EOTT Energy; Kissinger, Kinder Morgan Energy Partners; Mahoney, Kinder Morgan Inc.; and York, Dynegy Inc.

Unicom Corp., Chicago, named Honorio J. Padron, senior vice-president, business services. Upon completion of Unicom's pending merger with Peco Energy, Padron will become senior vice-president, Exelon and president, business services. He was previously executive vice-president, CompUSA Inc.

Niagara Mohawk Holdings Inc., Syracuse, NY, elected Robert L. Culver, executive vice-president and CFO of Cabot Corp., to its board of directors. His election brings the board membership to 14.

Chevron Products Co., a unit of Chevron Corp., San Francisco, named James C. Davis, president, Chevron Energy Solutions. He was formerly senior vice-president of the retail energy services unit of PG&E Corp. Chevron becomes the first oil company to offer energy services in the growing US market.

TXU Corp., Dallas, appointed Robert G. McCoy, president, TXU Energy Services. He was formerly GTE president-retail markets and president of GTE Long Distance. At TXU, he will be responsible for all end-user customers as when the Texas market opens to competition in 2002.

HoustonStreet Exchange, Portsmouth, NH, named Howard Smith, CFO, in charge of the company's financial operations, including securing and managing private equity investments. He was formerly vice-president Copyright Clearance Center.

Exelon Infrastructure Services, a unit of Peco Energy Co., Philadelphia, appointed William C. Creighton, vice-president, network sales and marketing. He previously served as vice-president for Raytheon Engineers & Constructors.

Alabama Power Co.,a Southern Co. unit, Birmingham, Ala., elected James W. Wright, chairman of First Tuskegee Bank; to the board of directors. Marsha S. Johnson was elected vice-president, customer service; and Steve Spencer, senior vice-president, external relations.

Sempra Energy Solutions,a unit of Sempra Energy, San Diego, named Paymon Aliabadi, vice-president, commodity structuring; David Gralnik, vice-president, commercial structuring and product development; and Gus Luna, vice-president, retail pricing.

Panda Energy International Inc., Dallas, elected Todd W. Carter, president; and Jerry Thurmond, CFO. Carter was formerly senior vice-president, corporate finance; and Thurmond served as controller.

Allegro Development, Dallas, promoted Fasih Hussain to director of consulting, responsible for managing the energy software firm's product implementation and strategic approach to project management.

The Iowa Utilities Board, Des Moines, named John Harvey, manager, the energy section, with responsibility for overseeing work on tariffs, rate proceedings, service area disputes, and restructuring issues. He joined the board from MidAmerican Energy Co.

Powerspan Corp., New Durham, NH, elected Guy Pippitone, vice-president, fossil generation for FirstEnergy Corp.; Jeff Miller, a partner at the Beacon Group; and Martin Mearhoff, a vice-president for American Electric Power Co. Inc.; to the Powerspan board of directors.

SCT,Malvern, Pa., named Charles Goodman, managing director of the company's energy extended enterprise consulting practice. He was formerly executive vice-president, Atmos Energy Corp.

Calpine Corp., San Jose, named Kellie Byerly, vice-president of operations for the central region. Most recently, he served as operations manager for General Electric Contractual Services supervising the operations of 13 power plants.

Southern Energy Inc., a unit of Southern Co., Atlanta, promoted John L. O'Neal to president and CEO of its Mid-Atlantic business unit. He previously worked as assistant to the president of Southern Energy.
