Look at what we do in Russia. When the US Ambassador was asked why, on his first day in country, he met with opposition groups. "It is our policy to make contact with all parties." He went on to say that the NGOs (non-governmental agencies) financed by the US government did not support any party, but universal values. (Got it?) So, non-governmental means governmental. No fly meant almost 10,000 air raids killing Libyans. Watch yourself, Canada.
