PERSONNEL MOVES AND PROMOTIONS: World Energy Council names new chairman

American Electric Power, Columbus, Ohio, has signed a definitive agreement to purchase Houston Pipe Line Co., which comprises virtually all of Houston-based Enron Corp.'s extensive Texas intrastate natural gas operations.

Antonio del Rosario was elected chairman of the World Energy Council (at the organization's executive assembly late last year. Del Rosario, who served for 1 year as chairman-elect, will take his post this October at the assembly of the World Energy Congress in Buenos Aires.

Del Rosario, who is to serve a 3-year term, will work with the WEC's members in carrying out the council's studies and technical programs and assist in forming energy policy for leading decision-makers and government officials.

Currently, del Rosario serves on the WEC officers council as vice-chairman for Asia. He also has served as past chair of the WEC Philippines member committee. Del Rosario is president and CEO of Trans-Asia Oil & Energy Development Corp., Trans-Asia Power Generation, and Asia Coal Corp. in the Philippines. He also serves as senior consultant for Philippine Investment Management Inc.

Previously, del Rosario worked for Philippines oil refining and marketing company Filoil. He also served as executive vice-president of the Philippine National Oil Co. and deputy minister in the Philippines Ministry of Energy.

"I am honored to be elected chairman of the [WEC] and look forward to working with our member committees to carry out WEC's mission of promoting the sustainable supply and use of energy for the greatest benefit of all," del Rosario said. Over the coming years, del Rosario said that the WEC will need to address the following issues, among others: energy security, market pricing, capital for energy infrastructures, market reform, education and public information, the environment, alternative fuels, new technologies, and corporate social responsibility.

"These are exciting challenges to work on with my WEC colleagues during my term as chairman and, hopefully, to facilitate the adoption of sustainable policy responses to resolve them," he said.

Other moves

CMS Panhandle Pipe Line Cos., a unit of CMS Energy Corp., Dearborn, Mich., has reorganized some of its executive-level and other senior positions.

Christopher A. Helms has been named president and CEO of CMS Panhandle Pipe Line Cos. Other appointments for the unit include: Jeryl L. Mohn, senior vice-president, operations; Cynthia C. Albert, vice president, regulatory affairs and information systems; Robert O. Bond, vice-president, optimization; Richard E. Keyser, vice-president, operations and engineering; Gary W. Lefelar, vice-president and controller; Keith M. Meyer, vice-president, marketing.

Among the details of the appointments:

  • Helms, who most recently served as president and chief operating officer for the unit, will be responsible for managing operations and business activities for CMS Energy's pipeline units and the storage related to those units, which consist of Panhandle Eastern Pipe Line Co., CMS Trunkline Gas Co., CMS Trunkline LNG, and CMS Sea Robin Pipeline Co. Helms was named president of the unit following CMS Energy's March 1999 acquisition of the pipelines.
  • Mohn has served as vice-president, operations and engineering, for the company. He will now be responsible for pipeline and storage operations, marketing operations, and capacity management.
  • Under her new position, Albert will be responsible for regulatory and government affairs and information systems. Formerly serving as vice-president, capacity management and information systems, Albert joined the company in 1988 and held various management positions in the pipelines' transportation and marketing departments.
  • Bond, formerly executive director of commercial optimization, joined the company in this new position in February.
  • Keyser, formerly general manager, engineering and technical services, joined the company in 1974 in Kansas City as a senior engineering technician.
  • Formerly controller, Lefelar joined the company's accounting department in 1979. After receiving several promotions, he was named accounting supervisor for Panhandle Eastern Pipe Line Co. and later became director of accounting for Panhandle Eastern and Trunkline Gas Co. before being named controller in 1998.
  • Meyer joined the company in 1990 as director, business development. He most recently served as commercial manager for CMS Gas Transmission Co. and vice-president for CMS Gas Transmission of Australia.

Leland E. Tate has been named senior vice-president, operations, for ATP Oil & Gas Corp., Houston.

Tate has over 30 years of reservoir and operations engineering and management experience with ARCO in various capacities. This experience includes a 2-year term serving as president of ARCO North Africa, a 3-year term as vice-president and district manager for ARCO, and a 3-year term as director, operations, for ARCO British Ltd.

John M. Johnston has been promoted to the position of chief operating officer at Knoxville, Tenn.-based natural gas producer Energy Search Inc. His appointment is effective Jan. 1.

Johnston joined Energy Search as chief geologist in 1993. He has served as the company's executive vice-president since 1996.

He has worked in the Appalachian basin since 1987. Before joining Energy Search, Johnston worked as a senior geologist with Gulf Oil Corp. and Chevron USA Inc.
