PERSONNEL MOVES AND PROMOTIONS: Former NTSB head to act as safety advisor for Colonial Pipeline

Former National Transportation Safety Board member and Chairman Jim Hall has been appointed by Colonial Pipeline Co., Atlanta, to serve in an advisory capacity on issues of safety and environmental protection.

Former National Transportation Safety Board member and Chairman Jim Hall has been appointed by Colonial Pipeline Co., Atlanta, to serve in an advisory capacity on issues of safety and environmental protection.

Hall was appointed to the NTSB in October 1993 and was later named chairman by former President Bill Clinton in November 1994. Hall resigned from the board this past January.

Most recently, Hall headed the Washington, DC, offices of a law firm that specializes in transportation safety, crisis communication, and related analysis of litigation.

Before serving for 7 years on NTSB, Hall was a counsel to the US Senate subcommittee on intergovernmental relations.

Charles D. Davidson, currently president and CEO of Noble Affiliates Inc., Houston, has taken on the additional position of chairman of the company. Davidson succeeds Robert Kelley, who had previously announced plans to retire this month.

Gregory E. Evans has been appointed vice-president, exploration, North America onshore, for Ocean Energy Inc., Houston.

Before joining Ocean, Evans worked for Burlington Resources Inc., Houston, where he served in a variety of geoscientific and managerial positions since 1982. Most recently, Evans was based in Houston as chief geophysicist, North America.

Evans has almost 30 years of experience working a broad range of major North American oil and gas basins and has held positions of increasing responsibility with Louisiana Land & Exploration Co., Tenneco Oil Co., and Unocal Corp.

Spinnaker Exploration Co., Houston, has hired two employees for key positions.

Peter C. Stracke has been appointed deepwater development manager. Stracke comes to Spinnaker with 20 years of subsea and deepwater experience. Most recently, he worked as manager, subsea field development, for Oceaneering International Inc., Houston. Prior to that, he worked for 9 years with Hughes Offshore, which later merged into ABB Vetco Gray Inc., Houston.

Also, Steven L. Hayes has joined Spinnaker as drilling manager. Most recently, Hayes worked as regional director, drilling, for El Paso Corp., Houston. Hayes, who has 25 years of experience in the oil and gas industry, began his career with Dallas-based Placid Oil Co. working as project manager, drilling superintendent, and district operations manager.
