PERSONNEL MOVES AND PROMOTIONS: Two Canadian pipeline companies appoint new top executives

Harold (Hal) Kvisle has been appointed president and CEO of TransCanada. Kvisle's appointment, which becomes effective May 1, ends a 7-month international search by the pipeline company.

Presently, Kvisle holds the position of the company's executive vice-president, trading, and business development. Before joining TransCanada in September 1999, Kvisle served as president of Fletcher Challenge Energy Canada and chief operating officer of FCE Americas-both subsidiaries of New-Zealand-based Fletcher Challenge Energy Ltd.

Kvisle replaces Doug Baldwin, who has held the position of the company's president and CEO since 1999. Baldwin will retain a position on TransCanada's board.

Guy J. Turcotte has been named chairman of Alliance, and Allan L. Edgeworth-who already holds the position of Alliance's president-has been named the company's CEO.

Turcotte is chairman and CEO of Fort Chicago Energy Partners LP, which is the largest shareholder in Alliance. Turcotte and Edgeworth replace outgoing chairman and CEO Norman R. Gish, who left Alliance last December.

Upstream moves

Susan M. Cunningham has joined Noble Affiliates Inc., Houston, as senior vice-president, exploration. Most recently, Cunningham served as vice-president, worldwide exploration, for Texaco Inc. Prior to that, Cunningham held executive and senior exploration management positions at Statoil AS and the former Amoco Corp.

Cunningham's past work has included leading deepwater exploration programs in the Gulf of Mexico. She also has been involved in exploration projects in the North Sea, the Middle East, Africa, and Canada.

Alan L. Smith has been named vice-president, business development, for Ocean Energy Inc., Houston. Smith will direct the company's centralized business development, which will center around the enhancement of Ocean's growth efforts and focus mainly on potential mergers and acquisitions.

Smith joined Ocean Energy in 1999 as a business development manager and exploitation manager for the Anadarko basin operations within the company's North America onshore division. Before joining Ocean, Smith served as vice-president, acquisitions, for Xplor Energy Inc., The Woodlands, Tex., which merged with Harken Energy Corp., Houston, in 1999 (OGJ, Sept. 6, 1999, p. 31).

Smith, with more than 15 years of oil and gas experience, also has held other technical and managerial positions with the former ARCO and Houston-based firms Vastar Resources Inc., Burlington Resources Inc., and Ryder Scott Co.

Mark Qiu Zi-lei has been named senior vice-president and chief financial officer of China National Offshore Oil Corp. Ltd. Previously, Qiu served as a regional oil and gas banker with Salomon Smith Barney. Qiu also was vice-president for a subsidiary of the former ARCO.

Most recently, Qiu served as president and CFO of an electronic-commerce venture, which he helped to establish.

Duane C. Radtke has been named president and CEO of Dominion Exploration & Production effective Apr. 9. Radtke also will assume the position of executive vice-president of Dominion E&P's parent firm, Dominion.

Radtke replaces H. Patrick Riley, who retired.

Radtke most recently served as president of the Houston-based international division of Devon Energy Corp., Oklahoma City, and has held numerous senior management positions with Santa Fe Snyder Corp., Houston; Primary Fuels Inc., Houston and Denver; Fluor Corp. unit Fluor Oil & Gas Corp., Denver; and Coquina Oil & Gas Corp., Midland, Tex.

Mike McDonald has been appointed vice-president, finance, and chief financial officer of Talisman Energy Inc., Calgary. McDonald joined Talisman in 1982 when it was BP Canada Ltd. and has held many managerial and executive-level roles, including manager, corporate planning; general manager, North Sea operations; and, most recently, vice-president, business development.

Downstream moves

Micheal Panatier has been named executive vice-president of Phillips Petroleum Co.'s refining, marketing, and transportation division. In addition, Panatier will replace Phillips's chairman and CEO Jim Mulva on the boards of both Duke Energy Field Services (DEFS) and Chevron Phillips Chemical Co.

Most recently, Panatier served as vice-chairman of DEFS. Prior to that, during 1994-2000, Panatier oversaw Phillips's gas gathering, processing, and marketing division (GPM). Before that, Panatier served as senior vice-president of Phillips and chief operating officer for GPM since its formation in 1992.

Panatier began with Phillips in research and development in 1975 and later became an engineering analyst in technical systems development. In 1986, he was promoted to manager, transportation and exchange, in the company's sales division. During 1987-90, Panatier served as manager, natural gas supply, for Phillips 66 Natural Gas Co.

Bill Haywood has been named vice-president, West Coast refining, and general manager of Utramar Inc.'s Golden Eagle refinery at Martinez, Calif. Haywood also will oversee operations of Ultramar's Wilmington, Calif., refinery. Ultramar Inc. is a unit of Ultramar Diamond Shamrock Corp.

Ultramar Executive Vice-Pres. Bill Klesse said, "We believe running our two California refineries as a cohesive team under one leader will improve the reliability of our West Coast operations."
