Bill W. Carter has joined the exploration staff of Tulsa-based Oxley Petroleum Co. as a senior vice-president.

With more than 25 years of petroleum exploration management experience, Carter began his career as a landman at Cities Service Co. He has also held land and management positions at Davis Oil Co., Dyco Petroleum Corp., and, most recently, Hilton Petroleum Ltd.

Carter's assignment is to maximize efficiencies in the land department and to pursue joint ventures, acquisitions, and divestitures for Oxley. Carter has a BS from Oklahoma State University.

Also joining Oxley's exploration staff as a petroleum geologist is Ronald R. Foshee. He has relocated to Tulsa from Fayetteville, Ark., where he focused mainly on the Arkoma basin of Oklahoma and Arkansas.

Foshee, with more than 20 years of experience with independent operators, will assist in the expansion of Oxley's exploration and production activities in the Arkoma and Anadarko basins. He will also be involved in analysis of acquisitions.

Foshee has a BS in petroleum geology from Stephen F. Austin State University and a masters in petroleum geology from the University of Arkansas.

Oxley focuses its efforts mainly in the Arkoma basin and Oklahoma's Anadarko basin.

Other moves

In other personnel moves, W. Reed Williams has joined Frontier Oil Corp. and its subsidiary, Frontier Refining & Marketing Inc., as executive vice-president, refining and marketing operations. He replaces S. Clark Johnson, who left the company.

Prior to joining Frontier, Williams was vice-president, logistics development, of Ultramar Diamond Shamrock. Before that, he was senior vice-president, refining, marketing, and supply for Tesoro. Williams will be located at Frontier's operations center in Denver.

William R. Cordes has been named president of Northern Plains Natural Gas Co., Omaha. He was president of Enron Corp.'s Northern Natural Gas and Transwestern pipeline companies. Cordes replaces Larry DeRoin, who is retiring, effective Sept. 30, 2000. DeRoin will continue his association with Frontier in a consulting capacity.
