One of the hallmarks of the US Environmental Protection Agency during the Clinton administration has been a drive to increase public information about actual and potential pollution sources.But with prodding from Congress, EPA has retreated on a right-to-know issue critical to the refining and chemical industries.The agency had planned to require plant operators to submit "worst-case" data assessing the potential off-site consequences (including deaths) from hypothetical chemical accidents.
