Alliance Engineering Inc., Houston, Tex., has named Dan Howes senior project manager, pipeline division.

Howes has over 25 years of experience in project management, sales, project engineering, and detailed engineering design of pipelines, compressor stations, pump stations, gas treating facilities and crude oil production facilities. During his tenure with other local engineering companies, Howes managed projects for clients such as Enron, Mobil Oil, Tenneco, Shell Oil, and Occidental. He previously served as project manager for Olin Chemicals and as project engineer for Entex.

Alliance Engineering has extensive experience worldwide as a provider of design and engineering services for onshore and offshore pipeline and production facilities. Their expertise includes compression facilities, pump stations, meter stations, gas processing, cogeneration, sour gas treating, and lightweight topsides for deepwater applications.

PIRA Energy Group, New York, N.Y., has teamed with Houston-based Springer/Stow Consulting Inc. to form PIRA Management Consulting.

The partnership of Paul R. Springer and Frederick Stow brings a combined 25 years in energy consulting to the formation of PMC. After performing as principals in the early 1990's at Gemini Consulting (Morristown, NJ), both were senior vice presidents at Sterling Consulting Group (Houston), ultimately spearheading its merger into The Metzler Group. Clients served range from small US independents to large integrated firms and national oil companies and include electric utilities and marketers.

PMC services include research and analysis (with an emphasis on competitive analysis); strategy development and implementation; and mergers and acquisitions (including post-merger integration).

GX Technology Corp. (GXT), Houston, Tex., has announced the opening of a depth solutions center in Jakarta. The new office allows GXT to provide the Indonesian oil and gas industry with local, high-quality prestack depth imaging and related solutions to better delineate complex geological features and improve E&P decision-making.

The office is headed by Andrew Davidoff, Jakarta center manager, reporting to Mark Noble, international business development manager.

GX Technology Corp. is a provider of high technology depth solutions to the oil and gas E&P marketplace. The company develops EarthWave, a comprehensive suite of software for superior depth solutions, and provides associated services on a worldwide basis.

The Cameron Div. of Cooper Cameron Corp. has named Dennis McLaughlin director of subsea systems. McLaughlin will be based in Houston and will be responsible for the continued development of Cameron's total subsea systems approach, including project management and systems development.

For the past nine years, McLaughlin has been with Shell Oil Co. where he held a number of subsea engineering positions. At Shell, he successfully held leadership roles for several large subsea projects and was a key player in the development of Shell's system design and project execution capabilities.

McLaughlin has also worked at Seaflow Systems, a subsea engineering firm now owned by Brown and Root, and Exxon Co. U.S.A. where he held a variety of project and senior engineering positions.

Cameron, a division of Cooper Cameron Corp., manufactures drilling and production equipment, valves, and related products. Product lines include: CameronRegistered, W-K-MRegistered, Ingram CactusRegistered, DemcoRegistered, McEvoyRegistered, WillisRegistered, FosterRegistered, OrbitRegistered and Thornhill Cravertrademark.

Bettis Corp., Waller, Tex., has named Philip R. Vaughan managing director for the company's Bettis U.K. Ltd. subsidiary in Fareham, England. Vaughan had previously been U.S. national sales manager since joining the company in 1997. He has approximately 25 years experience in the valve and actuator industry.

Vaughan will have responsibility for the manufacturing, engineering and sales at the Fareham facility. He will also have responsibility for Bettis France located in Villemomble, France.

Bettis Corp. manufactures valve actuators and control systems used worldwide for the automation of valves in numerous energy and industrial markets.

NOVA Technology, Lafayette, La., has named Sebastian (Seb) Patout sales and marketing manager.

Patout has more than 13 years of experience in sales. He will be responsible for the development and implementation of worldwide sales and marketing strategies for NOVA. Most recently, he was the geo-market technical engineer for Schlumberger Oilfield Services.

NOVA Technology provides innovative engineering solutions to reduce operator completion costs and enhance production. NOVA's downhole products and services include chemical injection systems, continuous reservoir monitoring systems, corrosion engineering, corrosion monitoring systems and multicontrol line installation.
