The Independent Petroleum Association of America is calling for a fee on U.S. oil imports. Such a fee would have the effect of raising the price of U.S. produced oil equal to the amount of the oil import fee (OIF). In 1992 oil imports averaged 8 million b/d, or 46% of U.S. consumption. IPAA will urge President-elect Bill Clinton to consider an OIF as an alternative to a gasoline tax increase but does not plan to recommend things such as a dollar amount or whether it should be linked to a floor price.
