EPA's proposed GHG rule targets refineries, large plants

The US Environmental Protection Agency proposed regulations on Sept. 30 that would subject refineries and other large industrial operations to greenhouse gas (GHG) regulation under the Clean Air Act while exempting smaller businesses and farms.Under the proposal, industrial facilities emitting at least 25,000 tons/year of greenhouse gases would have to obtain construction and operating permits covering those emissions.
